Summary

Serves as an EHRM (Electronic Health Record Modernization) Deployment Health System Specialist within VA Eastern Kansas HCS. Provides administrative leadership and direction pertaining to EHRM implementation, ensuring operational efficiency and effectiveness during the deployment of Cerner in collaboration with Midwest Consortium and the Office of Health Technology (OHT).

Duties

EHRM Advisor, Coach, Mentor (25%) Provides advisory services to all levels of medical center management regarding the requirements and implications of the EHRM deployment. Provides advice to operating managers and supervisors on deployment requirements (derived from general systems theory, the theory of constraints, queuing theory, Lean thinking, Six Sigma, etc.) that can assist in accomplishing the departmental missions and programmatic objectives of the medical center. Contributes to the professional growth and development of effective teams/team members and ensures that staff are trained in EHRM principles and expectations. Provides oversight and ensures coordination of collaborative and training opportunities, including VISN-led requirements, medical center teleconferences, and other national and VISN learning opportunities as the deployment progresses. Identifies the appropriate target audiences for each training opportunity and encourages participation of designated medical center staff. Program/Project Analysis and Evaluation (25%) Investigates and analyzes potential or realized adverse clinical operations, trends or conditions and initiates/recommends corrective action and follow-through as a result of electronic health record conversion and effects on direct patient care. Coordinates with medical center leaders to develop effective project/program plans to resolve serious clinical operations situations. Provides in-depth analyses, best practice models, and creative quality program techniques for consideration in project development. Develops innovative strategies and recommendations for initiating and establishing goals, timetables, and procedures to ensure successful completion of EHRM deadlines. Assesses and analyzes medical center adoption of solutions and implements change management strategies and plans that maximize adoption. Coalition Building and Customer Service (10%) Maintains active communication with all medical center staff, affiliated partners, and other relevant personnel regarding the function and operation of the medical center EHRM. Serves as a liaison to various V15 departments and programs covering information transmission, meeting and project coordination, and clinical support and administrative issues related to the EHRM deployment. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND: SPECIALIZED EXPERIENCE- GS-13 One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. There is no educational substitution for the GS-13 level. Preferred Experience: Knowledge and experience with large scale electronic health records implementation for Healthcare Organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
