Full job description
MANTECH seeks a motivated, career and customer-oriented Maintenance and Material Management Specialist to join our team working in Norfolk, VA. This is an onsite position.
Responsibilities include but are not limited to:

Collect, review, integrate, and analyze historical and current maintenance data from primary Navy sources (OMMS-NG, MFOM, CSMPs, and INSURV reports) to develop statistical, graphical, and text-based analysis of maintenance program effectiveness and equipment reliability trends.

Analyze CVN 3-M program data to pinpoint fleet-wide deficiencies, systemic process failures, and training gaps, delivering data-driven corrective recommendations to CVN ROC leadership.

Evaluate the impact of deferred and incomplete maintenance actions on overall carrier readiness, providing technical recommendations to assist the government in prioritizing critical maintenance items.

Liaise with other ROC Subject Matter Experts (SMEs) to integrate 3-M data with related logistics, manning, and training analyses, building a comprehensive view of CVN readiness drivers.

Develop draft recommendations for new or updated Carrier Readiness guidance and 3-M program requirements, submitting all drafts exclusively to CVN ROC leadership for government review, modification, and final issuance.

Provide data analysis and technical recommendations to support the government’s development of ROC metrics related to maintenance effectiveness and 3-M program health. The contractor will not determine the final metrics to be adopted.
Minimum Qualifications:
-
10+ years of experience with the U.S. Navy’s 3-M System, occurring within the last 5 years.
-
10+ years of experience with CVN maintenance policies, procedures, and reporting requirements as outlined in the Joint Fleet Maintenance Manual (JFMM).

10+ years of experience analyzing and validating Navy maintenance data, identifying systemic performance trends, and assessing maintenance impacts on platform readiness.

8+ years of expert-level experience navigating and utilizing Navy maintenance databases.

5+ years of experience in the proficient use of Microsoft Products.

Demonstrate expert familiarity with Navy Data Environment (NDE), Organizational Maintenance Management System – Next Generation (OMMS-NG), Maintenance Figure of Merit (MFOM), Current Ships Programmed Management (CSMPs), and INSURV reports.

Comprehensive knowledge of the 3-M assessment and certification process, supported by practical experience conducting formal, shipboard 3-M program assessments directly aboard aircraft carriers (CVNs).

Departmental 3-M Assistant

TYCOM-level 3-M oversight or assessment role
Clearance Requirements:
- Must be a U.S. Citizen and possess an active or current Secret Security Clearance
Physical Requirements:

The person in this position must be able to remain in a stationary position 50% of the time.

Frequently lift, carry, and maneuver equipment or materials weighing up to 50 pounds independently

Work within confined or restricted spatial environments, including inside Navy Vessels
-
Ascend and descend ladders and through scuttles onboard Navy vessels
-
Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
