Engineering Manager Owners Representative

The Engineering Manager will serve as the Owners Representative and provide leadership, governance, and technical oversight for engineering activities across the project life cycle. The role will protect the Owners business, operational, safety, quality, cost, schedule, and regulatory interests while coordinating design firms, contractors, vendors, site stakeholders, and internal functions. The Engineering Manager will verify that technical solutions are fit for purpose, compliant, constructible, maintainable, and aligned with approved project objectives without assuming the Engineer of Records design responsibility.

How will you contribute to the team?

Act as the Owners primary engineering representative and single point of coordination for multidisciplinary engineering matters.

Translate the Owners business, manufacturing, operational, maintenance, safety, quality, and regulatory requirements into clear project criteria and engineering priorities.

Establish and maintain the engineering execution strategy, design-governance process, decision authorities, review gates, deliverable requirements, and technical interfaces.

Direct and coordinate the activities of engineering consultants, the Engineer of Record, construction partners, vendors, and specialist advisors while preserving clear contractual accountability.

Monitor engineering performance against approved scope, budget, schedule, quality, and risk objectives; identify variances and lead timely recovery or mitigation actions.

Facilitate timely technical decisions, document Owner approvals, and escalate material issues with clear options, impacts, and recommendations.

Lead alignment among operations, maintenance, automation, quality, validation, EHS, procurement, construction, commissioning, and project controls stakeholders.

Promote a collaborative, accountable, and safety-focused project culture while representing the Owners interests in all technical discussions.

Engineering and Design Oversight

Oversee engineering from feasibility and conceptual design through detailed design, procurement, construction, commissioning, qualification, validation, and turnover.

Confirm that the basis of design, user requirements, design criteria, scope boundaries, equipment strategies, utility concepts, and facility requirements align with the Owners approved objectives.

Plan and lead multidisciplinary reviews of calculations, specifications, drawings, models, equipment packages, reports, and other key deliverables at defined project milestones.

Verify compliance with applicable codes, standards, cGMP requirements, regulatory guidance, Owner standards, sanitary-design principles, and project-specific requirements.

Confirm that design reviews adequately address constructability, operability, maintainability, reliability, accessibility, lifecycle cost, energy use, and future expansion.

Oversee technical queries, requests for information, deviations, design changes, value-engineering proposals, and field changes; assess impacts on scope, cost, schedule, safety, quality, and operations before Owner approval.

Ensure design assumptions, interfaces, decisions, actions, and approvals are documented and traceable.

Coordinate independent technical reviews, risk assessments, HAZOPs, constructability reviews, model reviews, and design-verification activities as required.

Key Deliverables and Systems to Be Governed

User requirement specifications, project design criteria, basis-of-design documents, and engineering execution plans.

Process and utility flow diagrams, piping and instrumentation diagrams, mass and energy balances, equipment and instrument lists, line and tie-in lists, and control narratives.

Equipment specifications, datasheets, bid packages, technical bid evaluations, vendor documents, and procurement recommendations.

Facility layouts, 3D models, piping and utility designs, clean systems, process systems, automation interfaces, and materials storage and distribution systems.

Cost-estimate inputs, engineering schedules, progress reports, risk registers, decision logs, change records, and action trackers.

Construction work packages, field changes, punch lists, turnover packages, operating and maintenance documentation, and as-built records.

Commissioning, qualification, validation, startup, testing, training, and operational-readiness plans and documentation.

Construction, Commissioning, and Handover

Provide Owner-side engineering support during procurement, construction, installation, testing, startup, commissioning, qualification, and validation.

Verify that installed systems conform to approved design intent, Owner requirements, applicable standards, and authorized changes.

Coordinate rapid resolution of field technical issues while maintaining design integrity, quality, safety, and configuration control.

Monitor vendor and contractor technical performance, submittals, inspections, testing, deficiencies, and corrective actions.

Confirm that system boundaries, turnover priorities, completion criteria, punch-list management, training, spare parts, and documentation support a controlled transition to operations.

Support final acceptance and ensure unresolved technical risks, exceptions, and post-startup commitments are clearly documented and assigned.

Additional Skills & Qualifications

What will you contribute?

Bachelors degree or higher in Chemical, Mechanical, Electrical, Civil, or another relevant engineering discipline.

Professional Engineer license preferred but not required.

Minimum 15 years of progressive engineering experience, including substantial responsibility for multidisciplinary capital projects in the pharmaceutical, biotechnology, biopharmaceutical, specialty chemical, or other regulated manufacturing industries.

Demonstrated experience serving as an Engineering Manager, Owners Representative, Design Manager, or comparable technical leader on complex projects.

Strong working knowledge of cGMP requirements, equipment qualification and validation, process and clean utilities, automation interfaces, facility systems, construction, commissioning, and operational readiness.

Experience with design-bid-build, design-build, EPCM, construction-management, or integrated project-delivery models.

Ability to distinguish Owner oversight from the contractual responsibilities of designers, the Engineer of Record, contractors, and vendors.

Strong commercial awareness and the ability to evaluate technical decisions in relation to cost, schedule, risk, procurement, contracts, and lifecycle value.

Excellent leadership, facilitation, negotiation, written communication, and executive-presentation skills.

Proven ability to manage competing priorities, resolve multidisciplinary interfaces, make timely decisions with incomplete information, and maintain disciplined documentation.

Proficiency with Microsoft Office, Microsoft Project, document-management systems, scheduling and project-controls tools, and common engineering collaboration platforms.

Pay and Benefits

The pay range for this position is $72.00 - $96.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
