Summary About the Position: This position serves as Program Analyst (MILCON) for the Army Material Command located in Redstone Arsenal, AL. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 5 years by a Current Army Employee and cannot be made permanent. Temporary promotions may be extended up to a maximum of 5 years. Responsibilities Serve as a primary Subject Matter Expert (SME) executing AMC's Military Construction (MILCON) Design Construction Agent (DCA). Formulate, synchronize, and defend complex infrastructure budget requirements across multiple funding streams (OMA, AWCF, FSRM, MILCON). Direct the operational lifecycle of multi-million-dollar infrastructure, public works, and facilities engineering projects. Utilize data analytics and risk mitigation frameworks to ensure project milestone compliance, quality standards, and technical performance. Serve as the Contracting Officer’s Representative (COR) for major facility support contracts. Author key acquisition documentation—including Performance Work Statements (PWS), Statements of Work (SOW), Independent Government Cost Estimates (IGCE), and Quality Assurance Surveillance Plans (QASP)—and conducts formal contractor surveillance. Monitor contractor burn rates, obligations, and disbursements against baseline allocations. Detect systemic performance deficiencies, formulate corrective action plans, and prepare technical packages for contract modifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes: formulating and defending infrastructure investments; evaluating engineering proposals; directing and managing full project lifecycles for infrastructure; performing contracting officer representative duties; acting as a liaison for the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) five (5) years by a current permanent Army employee. Time-limited promotions may be extended up to maximum of five (5) years. Time-limited reassignments and changes to lower grade may exceed five (5) years, however return rights may be impacted. Position may be made permanent without further competition. Return rights to permanent position are not automatic and are subject to approval from the losing organization. If return rights are not agreed upon, the employee will not be placed in the temporary promotion or detail. If an employee is not granted administrative rights, the employee may still elect to be placed however, they become subject to the time limited action and will not return to their permanent position. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding.
