Some positions may qualify for the Public Service Loan Forgiveness The Work Unit: This work unit operates and enforces three legislatively mandated programs: chlorofluorocarbons (CFCs), lead-based paint abatement, and asbestos. The CFC section reduces CFC emissions and protects public health and the environment from the damaging effects of uncontrolled releases of ozone-depleting compounds into the atmosphere. The Lead-Based Paint section protects the public, especially children, from the health hazards associated with exposure to deteriorating lead-based paint, as well as lead-contaminated dust and soil in target housing and child-occupied facilities. The Asbestos section protects the public from the health hazards associated with exposure to asbestos resulting from renovation and demolition activities.
What You Will Do: This position exists to minimize exposure to asbestos, lead, and CFCs by identifying potential health and safety hazards, evaluating and mitigating their impact, and assisting with regulatory implementation and enforcement. Key responsibilities include field staff oversight by monitoring assigned field staff (including EPS Interns, I's, and II's), training new team members, assigning tasks, and evaluating work progress and deliverables; technical guidance by providing advanced technical direction on projects that exceed the complexity handled by an EPS II; and performance feedback by providing input to unit supervisors for staff performance evaluations.
Key Responsibilities:

Inspections and Enforcement
-
Monitors compliance with State and Federal regulations by conducting independent inspections and investigations, either from complaints, routinely scheduled inspections or targeted activities around the state and must be able to independently travel by car.
-
Sites inspected include schools, waste disposal sites, buildings with CFC sources, sites with scheduled asbestos and/or lead abatement projects, buildings undergoing renovation, facilities prior to demolition or post abatement, or other facilities that may present asbestos or lead health hazards to the public.

Responds to emergencies, natural disasters and spills as needed or assigned. Also works to develop enforcement actions by investigating, compiling and organizing enforcement case information.

The position works with program management and staff to ensure enforcement documents are developed and sent out in a timely manner. The position participates in notice of violation conferences, determination of penalties and settlement discussions.

Permitting
-
This position monitors compliance with statutory permitting and notification requirements by reviewing asbestos, lead abatement, and demolition notifications. This role also monitors compliance by reviewing variances submitted by contractors and consultants and processing CFC registrations.

Programmatic Development/Improvement including Outreach Activities
-
Works with the IEP Program Manager and Field Operations Supervisors on the development and/or review of new and existing policies for asbestos, lead and CFC inspection, permitting and enforcement procedures.

Assists in developing new procedures to streamline the review and issuance of permits and registrations.
-
Takes part in any active process to review and update existing regulations.
-
Responds to requests from the public and regulated community to provide technical assistance on asbestos, lead and CFC hazards, State and Federal regulations, and control measures to minimize or eliminate the potential for exposure.

Conducts outreach efforts covering asbestos, lead, and CFC hazards, as well as applicable regulations and requirements, including developing presentations.

Work Lead

Assigns work, monitors workflow and progress of field staff (EPS Intern's, EPS I, and EPS II) to verify quality and quantity of services and products meet standards, timeliness, and contribute to accomplishing the unit’s work plan objectives

Identifies training needs to communicate to the supervisor, provides in-the-field technical training for field staff on all aspects of conducting asbestos, lead and CFC inspections, investigations, including evidence collection, documentation and chain-of-custody procedures, and course audits
-
Implement methods, procedures, and processes to improve workflow and productivity
-
Monitors employee performance, provide feedback and coaching to staff on work and projects, and contribute to each assigned employee’s performance plans and evaluations

Position serves as first level trainer, conducting and overseeing permitting training for field staff
-
Provides guidance to field staff regarding assignments and projects, monitor status of project progress for emergencies such as fires, floods, and tornadoes
-
Reviews attendance, workplace behavior, communication, and competencies with field staff regarding completion of inspection and enforcement duties; reviews and processes asbestos and lead abatement permit applications, demolition notifications, and CFC registrations; program development/improvement; and outreach activities.

Minimum Qualifications: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:Eight (8) years of experience in environmental regulation of asbestos, lead-based paint, and/or chlorofluorocarbons or similar work.
Or
Education and Experience:A combination of related education (environmental degrees or physical sciences) and/or relevant experience in environmental regulation of asbestos, lead-based paint, and/or chlorofluorocarbons or similar work equal to eight (8) years
You must substantiate that you meet the minimum qualifications when filling out the Work Experience section of the application. PREFERRED QUALIFICATIONS: In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:

Relevant experience with the State of Colorado

Experience with Colorado's asbestos, ozone depleting refrigerants, and lead-based paint regulations

Conducting environmental regulatory compliance inspections, including Colorado Regulation 8, Part B - asbestos; AHERA; and the asbestos NESHAP.

Providing training to others for conducting environmental regulatory compliance inspections

Developing and completing education and outreach activities about regulatory programs to both stakeholders and the general public

Understanding and explaining State and Federal air quality regulations in order to provide compliance information and technical guidance to the public and regulated entities

Enforcing environmental regulations by investigating, compiling and organizing enforcement case information
