Summary
This position is located under the United States Department of Labor (DOL), Employment and Training Administration (ETA), Boston Regional Office. This position is inside the bargaining unit.
Duties
Duties for this position include: Manages a grant portfolio within assigned program area(s) of moderate to high complexity, scope, and impact, and conducts the day-to-day grant management for the grants within his/her portfolio. Performs analyses of grant-related data, policy and program issues and applies problem solving techniques to address issues. Provides compliance assistance and ensures grantees deliver agreed upon products and services, achieves negotiated performance outcomes, and operates in accordance with programmatic, administrative, and budgetary requirements. Conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews of grantees to evaluate the grantee's progress towards meeting the goals specified in the grant agreement with Department of Labor (DOL) Employment & Training Administration (ETA). Assesses the quality of the program and services. Ensures that grant activities are being conducted in compliance with the grant management and applicable Federal regulations. Develops comprehensive knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures. Engages in on-going communication with grantees in order to identify and resolve issues. Assists in the development of policy guidance and technical assistance resources for ETA grantees and workforce system stakeholders. Prepares monitoring reports upon the completion of a monitoring review. Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience for the GS-12 Level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized experience is experience performing federal and/or state workforce development activities. This experience must demonstrate FOUR (4) of the following: 1. Interpreting and applying Federal laws, regulations, and other requirements to federally funded workforce development grants or contracts. 2. Preparing a wide range of technical written materials or products. 3. Preparing and delivering presentations that promote federally funded workforce development programs. 4. Analyzing, interpreting, or reporting on program, performance, and financial data related to federally funded workforce development grants or contracts to identify opportunities for improvement; (examples may include experience in managing grants, writing workforce development policy, or career counselor/job developer). 5. Conducting reviews or analyses of federally funded workforce development program policies, processes, or practices to identify violations or areas of concerns. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. The selectee will report to an assigned DOL office location on a regular basis and is eligible for participation in telework as determined by management in accordance with DOL policy.
