Duties
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Duty 1: Liaison/Consultant Duties 50% The incumbent serves as the primary HR liaison to facilitate human resource actions. He/sheanalyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of themanagement processes and systems, human resources, and strategic planning initiatives withinthe program office. Conducts analyses and prepares reports on workforce trends i.e. hiring,classification, compensation, employee and labor relations, retirement, and awards. Conducts HRtraining for managers, supervisors, and/or employees. Duty 2: Project Management Support 25% The incumbent serves as a Project Manager responsible for accomplishing various analyticalstudies and/or projects relating to substantive, mission-oriented programs of the Internal RevenueService. The studies or projects involve complex programs, systems, or issues and have impact onmultiple IRS locations and/or organizations. Applies qualitative and quantitative methods inassessing complex management processes and/or systems for agency-wide programs or verylarge segments of such programs. Problems and issues addressed involve such complex mattersas efficiency and effectiveness in organizational design; overlaps in management support servicesand/or the need for consolidated functions; or developing or modifying procedures for carrying outmanagerial or administrative functions. Develops long-range program plans, goals, objectives, andmilestones. Compiles data and prepares administrative and/or program reports. Reports mayencompass workforce, programmatic, mission-oriented, and/or organizational issues. Usesquantitative analytical methods to evaluate programmatic data and to identify and analyze programor policy issues. Identifies data requirements needed for effective program evaluations; monitorsprogram trends through analyses of statistical data; designs statistically valid surveyquestionnaires and data analysis techniques. Duty 3: Research and Analysis 25% Interprets and applies laws, regulations, policies, and practices to provide advice and counsel tomanagers, employees, and other officials. Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. Specialized Experience GS-13: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-12) in the normal line of progression in the Federal service. Specialized experience for this position includes: Serving as a Human Resources liaison by providing consultative guidance and technical advice to managers and leadership on personnel management principles, workforce planning, staffing strategies, Human Capital programs, and related policies and procedures. Analyzing workforce data, staffing requirements, and Human Capital program effectiveness to identify trends, evaluate organizational needs, and recommend improvements supporting strategic workforce objectives. Coordinating Human Resources initiatives with servicing HR offices, leadership, and other stakeholders while facilitating recruitment, staffing, workforce planning, and other personnel actions. Preparing and presenting reports, briefings, training, and recommendations related to Human Resources programs, workforce initiatives, and sensitive personnel matters. Applying management analysis principles, methods, and techniques to evaluate and improve Human Resources programs, business processes, and organizational operations. Interpreting and applying Human Resources laws, regulations, policies, and guidance while advising management on personnel actions, hiring authorities, workforce initiatives, and operational challenges. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions. Education
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. A quality group rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level groups, Best Qualified, Highly Qualified and Qualified. Referral: Eligible applicants rated in the highest quality group, may be referred to a selecting official for consideration. Candidates, if required to participate in a selection interview (telephonic and/or in person at the discretion of the Selecting Official in accordance with hiring practices), will be interviewed in quality group order.
