Full job description

Summary

This position is located in the Department of War Office of the Inspector General (DoW OIG), Office of Legislative Affairs and Communications (OLAC) and reports to the Legislative and Public Affairs Director. This position supervises and leads congressional affairs activities for DoW OIG, developing outreach strategies, coordinating responses to Congress, monitoring legislation, maintaining congressional relationships, and preparing leadership for hearings.

Duties

  • Formulates and executes strategic outreach plans to engage Congress and communicate DoW OIG programs, priorities, and authorities.
  • Synthesizes information across DoW OIG components and leads coordination of timely, accurate responses to congressional inquiries.
  • Develops strategies and maintains strong working relationships with congressional staff; conducts proactive and responsive engagements.
  • Monitors legislative actions, analyzes impacts on DoW OIG operations, and develops strategies for responding to legislative changes.
  • Prepares DoW OIG leaders for hearings, manages testimony development, background materials, advance Q and A, and post-hearing submissions.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 or equivalent within the federal service. Specialized Experience is defined as demonstrated experience performing legislative liaison work involving expert knowledge of congressional operations, committee structures, and the legislative process; leading communications with congressional staff; monitoring and analyzing legislation affecting agency programs; and applying advanced interpersonal communication skills to engage stakeholders at all levels. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
