The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. Six years of full-time experience in any field plus four years of human resources experience; OR
A bachelor’s degree plus four years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus three years of human resources experience.
EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience. - Manages the statewide Classification and Compensation unit, ensuring effective administration of classification, pay, and related HR programs.
- Oversees and administers Classification and Wage Administration, FLSA compliance, Organizational Design and Management, and Continuous Performance Management programs (CPM).
- Supervises HR staff, establishes workload priorities, assigns responsibilities, and ensures timely and accurate completion of program activities.
- Serves as a liaison with Civil Service and provides guidance on classification, compensation, pay mechanisms, and position-related matters.
- Reviews and monitors pay and classification activities to ensure compliance with Civil Service rules and state and federal employment laws.
- Partners with program offices and executive leadership to provide technical guidance, support informed HR decisions, and address complex classification and compensation issues.
- Prepares reports, conducts audits, and supports special projects and initiatives to improve compliance, recruitment flexibility, workforce effectiveness, and overall HR operations.
