Summary Creditable Service for Annual Leave Accrual and Public Service Loan Forgiveness Program are available. The position is in the Office of the Chief Information Officer (OCIO), Artificial Intelligence and Innovation Center (AIIC). The AIIC provides policy and guidance on the use of Artificial Intelligence (AI) and its subsets to ensure the organization uses AI safely, securely, and responsibly, in line with federal policy. Responsibilities Develops and issues enterprise-wide AI technical policies and guidance that align FSIS AI activities with federal requirements, as measured by completion of formal policy documents and annual compliance reviews. Plans, directs, and oversees the full lifecycle delivery of AI capabilities—including requirement development, implementation, deployment, and maintenance—as demonstrated by published AI product roadmaps and periodic status reports. Supervises and evaluates the work of GS-13 and GS-14 technical staff by assigning tasks, establishing priorities, conducting performance reviews, and documenting development plans in accordance with FSIS HR policies. Leads teams in designing, training, testing, and deploying machine learning and generative AI models by establishing measurable development standards and verifying outputs against accuracy, performance, and security benchmarks. Conducts technical oversight of AI solution engineering by enforcing standardized frameworks and verifying integration, performance, and reusability metrics across enterprise systems. Implements and monitors safeguards for AI ethical compliance, including rules-based policy codification, ontology development, and risk-boundary controls, validated through audit findings and documented decision-flow reviews. Manages AI model performance by conducting periodic drift analyses, validating foundational and large language models through independent review workflows, and producing risk-assessment reports that identify limitations or control gaps. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, as defined below. GS 15: Specialized Experience: In order to meet the specialized experience requirement, you must have completed 52 weeks of progressively responsible, specialized experience at or equivalent to the GS 14 grade level in the federal government. The specialized experience for this position includes all of the following: 1. Applying Artificial Intelligence, machine learning, and emerging technologies to address mission needs through Agile development, enterprise architecture, and program management. 2. Leading AI driven IT modernization initiatives using cloud services, DevSecOps, automated workflows, and organizational change management to transform enterprise environments. 3. Developing, deploying, and governing AI solutions-including model training, validation, drift analysis, ethical safeguards, and performance monitoring-to ensure accuracy, security, and compliance. 4. Designing innovative AI capabilities that enhance operational e??iciency, reduce IT costs, improve decision making, and elevate the customer and stakeholder experience. 5. Serving as an AI subject matter expert by advising senior leadership, guiding technical teams, and leveraging big data and open data strategies to solve complex enterprise IT challenges. In addition to the above specialized experience requirements, applicants will undergo a structure resume review to determine whether they meet the Individual Occupational Requirements (IOR) of the 2210 series. Successfully completing the 2210 series USAHire assessment with a passing score will be used as proof of possessing the necessary proficiency in the following competencies: Customer Service Interpersonal Skills Problem Solving A panel of subject matter experts will review your resume to determine if you meet the minimum proficiency level (as defined by the 2210 series IOR) for the following competencies: Attention to Detail Decision Making Information Management Oral Communication Teamwork Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This job series does not have an education qualification requirement. If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. Selectee must be able to obtain and maintain a security clearance. If selected you will be subject to a National Agency Check and Inquiry (NACI) and a credit report. This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
