Summary
This position is part of the Energy Threat Analysis Center (ETAC) program within the Office of Cybersecurity, Energy Security, and Emergency Response (CESER), Department of Energy (DOE). The ETAC is a public-private partnership that convenes experts from DOE and the U.S. energy sector to identify, analyze, and mitigate cyber threats to America's critical energy infrastructure. You will provide cybersecurity guidance to DOE leadership and a variety of stakeholders to strengthen energy security.
Duties
The Office of Cybersecurity, Energy Security, and Emergency Response (CESER) works to enhance the security and resilience of U.S. critical energy infrastructure to all hazards, mitigate the impacts of disruptive events and risk to the sector overall through preparedness and innovation, and respond to and facilitate recovery from energy disruptions in collaboration with other Federal agencies, the private sector, and State, local, tribal, and territory governments. The ETAC's mission is to deliver timely and actionable cyber threat analysis and insights that strengthen the collective security and resilience of the U.S. energy sector. Veterans shape the future of energy As an IT Cybersecurity Specialist (CYBERMGT), you will: Direct, plan, and execute major, multi-year cybersecurity initiatives, systems modernization projects, and operational workflows across Department of Energy (DOE) environments using Agile project management and federal IT frameworks. Serve as an authoritative senior cybersecurity consultant advising DOE leadership, interagency partners, and national stakeholders on cyber posture, governance, risk management, and the security impacts of emerging technologies. Lead the joint identification, analysis, and operational mitigation of national security and advanced persistent cyber threats targeting critical energy infrastructure in collaboration with government, intelligence, national laboratories, and industry partners. Interpret, develop, and implement cybersecurity policies, standards, and directives (e.g., NIST, OMB, FISMA, Zero Trust) to ensure technical compliance and security architecture across all enterprise systems. Evaluate the feasibility, interoperability, and security of hardware, software, cloud platforms, and networks to design and deploy cybersecurity solutions that solve complex or unprecedented vulnerabilities. Structure and prioritize team work assignments, establish short- and long-term project schedules, allocate resources, and identify employee development and training needs to sustain mission-critical cybersecurity capabilities. Qualifications
BASIC REQUIREMENT: Applicants must have IT-related education and experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting 2 of the following 3: Leading the planning and execution of cybersecurity initiatives or system modernization projects to enhance enterprise security posture and infrastructure resilience. Conducting enterprise-level risk assessments, vulnerability analyses or cyber threat evaluations to mitigate incidents across networks, cloud platforms or critical infrastructure systems. Advising leadership and collaborating with cross-functional teams, external partners or multiple stakeholders to resolve energy, cybersecurity challenges or integrate secure technology solutions. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. There are no specific education requirements or substitution of education for experience for this position. How You Will Be Evaluated
This position is announced under a government-wide Direct-Hire Authority (DHA) for IT Cybersecurity Specialist (CYBERMGT) positions in the 2210 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants do not apply under the DHA process. USA Hire: Your application will be assessed based on your responses to an online assessment that measures critical general competencies required to perform the job. The assessment includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered. You will not be considered for the position if you fail to meet the established proficiency threshold or fail to complete the assessment. Your qualifications will be evaluated based on your application materials (e.g., two-page resume, supporting documents), the responses you provide on the application questionnaire, the result of the USA Hire assessment, and a minimum qualification review.
