Summary About the Position: Serves as a Combat Development Specialist for the Joint Activities Command at Fort Bragg, NC. Responsibilities Serve as a Combat Development Specialist for the command, in support of capability development efforts. Assist with documenting input in the Program Objective Memorandum (POM) for required capabilities. Ensure that interviews, surveys, and other data, information and subject matter expertise are collected from command user representatives during requirement development. Supports requirements resourcing through the Planning, Programming, and Budget Execution System (PPBES). Provide guidance to command on acquisition practices for development of technology. Assist in streamlining programmatic requirements and acquisition authorities required for the development of Special Operations Forces (SOF) rapid requirements generation and fielding processes. Supports the development of all applicable streamlined (expedited) Joint Capabilities Integration and Development System (JCIDS), SOFCIDS directives, coordinates and assists in the development of required program. Develop operational requirements for mission support. Track funding and budget activities to assist in the development of the Program Objective Memorandum (POM) and annual budget submission. Specialized Experience GS-11: One year of specialized experience which includes preparing formal briefings on areas such as force structure and operational missions; and developing capabilities documentation for mission requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes analyzing mission requirements to respond to capability gaps; preparing formal briefings on areas such as force structure and operational missions; and developing capabilities documentation for mission requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09). Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
