Summary

This position is located at Directorate of Family and Morale, Welfare and Recreation (DFMWR), Fort Bliss Texas. Duties

  • Serves as the Chief of the Financial Management Branch on a large installation with responsibility for both appropriated fund and non appropriated fund. Responsible for the annual operating, support, capital purchase and minor construction budget.
  • Develops and monitors quality control procedures for all NAF operations, monitors both revenues and expenditures, inventory ceilings, costs of goods sold, labor, net income percentages, and personnel requirements.
  • Conducts cost and economic analysis, efficiency studies, and organization functional analysis. Establishes policies, plans, procedures, reviews and audits to ensure compliance with established controls.
  • Ensures APF and NAF operating fiscal budgets are fully synchronized and balanced according to fund sources. Gathers, verifies and consolidates a variety of budget/financial data to be used in the formulation of spreadsheets and presentations.
  • Serves as the primary technical advisor to other division chiefs and other installation directorates on NAF fiscal management matters. Performs all of the duties normally associated with supervising a subordinate staff.

Qualifications

A qualified candidate must possess the following: Experience that demonstrates the ability to perform the duties described above using the theories, principles, practices, and techniques of generally Accepted Accounting Principles (GAAP), and experience in internal review or auditing field is required as a minimum. Documented experience must have been equivalent in complexity and difficulty to the next lower grade/level. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Qualified": A combination of experience and education (possess a bachelor's degree with a major in a business discipline, i.e., accounting, financial management). NOTE: The above minimum qualifications must be described within the duties of previous work experience listed on the applicant's resume and/or supporting documents.
