Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQDA, CHIEF OF STAFF, ARMY SPECIAL PROGRAMS DIRECTORATE, PENTAGON/ ARLINGTON, VA.
Duties
- Serves as the Security Policy Specialist for the Army Special Programs Directorate (ASPD), leading the development, review, approval, and implementation of all policies that affect or are under the cognizance of ASPD.
- Acts on behalf of the Army SAPCO Executive Director and Director of Security, coordinating with top level Army Senior Leaders as well as with subordinate program offices and personnel.
- Reviews, analyzes, prepares, and revises the Army SAP Security programs, policies, measures, and requirements. Ensures the quality and timeliness of policy implementation, and to effectively utilize allocated resources.
- Advises the ASPD leadership on mitigation strategies and procedure implementation and changes impacting the Army SAP technologies and information.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience Specialized experience is defined as experience: 1) Developing and implementing policies associated with Security and Information Systems in functional areas such as personnel, physical, industrial and/or information security; AND 2) Analyzing and interpreting complex Security policies to provide advice to senior leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. This position has been identified for the Security Professional Education Development Certification Program. This position requires the incumbent obtain the following core SPēD Certification: Security Fundamentals Professional Certification (SFPC) within their first 2 years of employment. This is a drug testing designated position under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85. Signing of a DA Form 5019 acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Physical Security and Law Enforcement Career Field 19 position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment, Retention, and/or Relocation incentives may be authorized if it is determined to be in the best interest of the Government.
