Summary

Administers Member security programs by processing submissions, maintaining records, coordinating vendors, supporting invoicing, auditing, and budget activities, and ensuring compliance with House fiscal policies and program requirements. Supports daily operations, assists with resource coordination, safeguards sensitive information, and maintains knowledge of House Rules, applicable laws, and Sergeant at Arms policies.

Duties

Security Programs Specialist Security and Law Enforcement Operations Division Salary: $84,271 This is a non-supervisory position. Job Summary: The incumbent supports the administration of Member security programs, including invoicing, auditing, record-keeping, vendor coordination, and budget-related tasks. The incumbent processes program submissions to ensure accuracy and adherence with established program parameters. The incumbent assists with financial activities associated with Member security programs and ensures adherence to House fiscal policies and security requirements. The job contributes to accurate processing, program integrity, and effective internal controls by maintaining organized records and supporting routine administrative functions. The incumbent also assists the Manager by helping coordinate resources and activities to ensure the timely completion of mission requirements. Responsibilities also include supporting day-to-day section operations, advising on program needs, and providing assistance, coordination, and guidance on sensitive or confidential issues affecting the section. The incumbent must develop and maintain a general knowledge of all aspects of the section, as well as a broad understanding of the Office of the Sergeant at Arms and all applicable legal requirements, House Rules, Committee policies, and Sergeant at Arms policies. Duties: Typical duties include, but are not necessarily limited to: Reviews and processes routine Member security program submissions, confirming required documentation, ensuring adherence to program parameters, and providing recommendations to the Security Programs Manager. Organizes and maintains secure program files and tracking systems to ensure accurate labeling, retention, and controlled handling of sensitive materials. Performs initial invoice reviews and elevates any discrepancies to the Manager, Security Programs for further action. Supports the refinement of standard operating procedures by providing updates to existing guides and workflow documents. Prepares audit-related document packets and fulfills information requests by following established checklists and evidence requirements. Composes standard administrative correspondence and completes recurring forms and processing notes using approved templates. Collaborates with procurement and finance teams by assembling payment materials and ensuring documentation is complete and consistent before submission. Reviews vendor invoices against supporting documentation and reports discrepancies to the Manager or appropriate internal partners for resolution. Adheres to confidentiality and need-to-know policies and promptly reports any concerns related to improper handling, unusual activity, or irregular requests. Notifies supervisors of recurring processing issues or documentation gaps and offers suggestions to improve accuracy, traceability, and compliance. Performs other duties as assigned. Qualifications

Grounds/Physical Safety and Security - Knowledge of the laws, regulations, and guidelines related to securing House personnel and property. Ability to apply understanding of security policies and procedures to ensure the continuous safety of all House staff and facilities. Ability to provide safety and security information and guidance to staff. Information Security - Knowledge of the principles, methods, and tools for protecting information and information systems from unauthorized access, use, disclosure, disruption, modification, or destruction in order to provide confidentiality, integrity, and availability. Work Schedule: This is a full-time, permanent position. The anticipated work schedule will be Monday through Friday, from 8:30 a.m. to 5:00 p.m. Physical Requirements and Work Environment: This job is based in a typical office environment. Actual weight handled varies, but the role involves handling items including books, documents, and equipment weighing up to 25 lbs. The incumbent should be capable of meeting physical requirements, which may include sitting, lifting, bending, crouching, walking, and standing. Other Significant Factors: Job requires on-call support. Job does not typically require travel outside of Capitol campus. Job may be required to report to work in all conditions.
