Summary

About the Position: The incumbent works under the general direction of the HQDA Chief of Staff Army, Army Special Programs Directorate, Washington, D.C.

Duties

  • Research, develops, prepares, publishes, and/or interprets Army Special Access Program (SAP) and Sensitive Activities (SA) related contracting policies and procedures.
  • Provide Army Special Access Program (SAP) and Sensitive Activities (SA) Foreign Ownership, Control, or Influence (FOCI) guidance to developers, Program Managers, and Contracting Officers regarding National Interest Determinations (NID).
  • Participate in the execution of budget-related recurring oversight processes of Army sensitive activities to include budget execution review, the Annual SAP Report to Congress, and Integrated Program Budget Review.

Specialized Experience GS-13: One year of specialized experience which includes applying security principles to support the review of contracts or financial activities within a Special Access Program (SAP) environment, assisting in the review of contract documentation to ensure security requirements are included in accordance with SAP policies, and researching policies related to Foreign Ownership, Control, or Influence (FOCI) or program protection to support SAPs. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-12). Specialized Experience GS-14: One year specialized experience which includes implementing security policies and procedures for Special Access Program (SAP) contracting and financial management activities, serving as a subject matter expert on Foreign Ownership, Control, or Influence (FOCI) and providing authoritative guidance and risk mitigation strategies for SAPs, and leading the security review and oversight of SAP contract execution documents, budget processes, or acquisition-related activities. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12/13).
