Summary

This position is located within the Under Secretary for Arms Control and International Security (T), Office of Executive Director (T/EX). The position serves as the senior security program advisor for the T/EX, providing security program oversight, policy development, compliance assessments, training, and advisory services for the T Family of bureaus and offices (ACN, CT, ET, INL, and PM), as well as associated T family offices. Duties

  • Provides oversight, guidance, and assistance for security programs supporting the T Family of bureaus and offices.
  • Administers, evaluates, and monitors security programs involving the protection, control, handling, storage, transmission, destruction, and safeguarding of classified and sensitive information.
  • Provides operational oversight and guidance to T Family Special Security Representatives (SSRs) and Unit Security Officers (USOs) and monitors implementation of security requirements throughout supported organizations.
  • Oversees the T Family Security Incident Program (SIP) and serves as the principal advisor on security incidents involving classified or sensitive information.
  • Analyzes, develops, implements, & evaluates security policies, procedures, instructions, internal controls, & program requirements governing the protection of classified information, personnel, facilities, & other sensitive information for T family.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience conducting training focused on procedural and instructional support of Unit Security Officers (USOs) in compliance with organizational security program; Experience overseeing and implementing physical security program to comply with security standards and sensitive information protocols; and Experience leading at least a security program activity (information/personnel/physical security) and providing advisory services to high-level leadership for the implementation of internal security controls across Bureaus. There is no substitute of education for specialized experience for the GS-14 position.

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. There are timed sections that must be completed within the allotted timeframe. Your score from the external assessment (i.e., Non-supervisory) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments. The assessment is used to measure the degree in which your background matches the competencies and KSAs required for this position. Your qualifications will be evaluated on the following competencies: Ability to administer/manage a wide range of security programs. Knowledge of Federal security regulations, statutes, authorities, and requirements governing classified and sensitive information. Ability to liaise with security officials throughout the foreign affairs community. Knowledge of the Department`s operations and objectives to implement policy, guidance, and direction on matters pertaining to day-to-day security program operations. Knowledge of security program administration, operational security procedures, and compliance evaluation. Skill in conducting security surveys, inspections, assessments, and compliance reviews.
