As our Management Analyst 5, you’ll be a part of the Public Records Unit that is within the Information Governance Program where you’ll support the agency’s compliance with disclosure laws and requirements. You’ll be supporting L&I’s mission by promoting a transparent and accountable state government, providing the public access to agency records, and ensuring transparency to our customers while still protecting confidential information. By collecting, reviewing and providing records in a timely manner the agency can maintain focus on the core mission and maintain government accountability to the citizens of Washington. Some of what you’ll do:

  • Work independently with minimal supervision to update policies to ensure alignment with laws and rules. Perform independent analysis of case law, laws and rules to recommend updates to agency Public Records policies and WACs.
  • Use organizational and time management skills to support Information Governance manager with the tracking of multiple projects such as researching actions and creating timelines for certain public record requests, contacting the Public Records Assistant Attorney General to get legal advice, and meeting deadlines for assignments from executives.
  • Standing in for the IG Manager to assess public record requests with an eye for risk and to identify quickly the best action to take to expedite processing the request.
  • Coordinates with Public Records Officer (PRO) and Information Governance Manager to triage potential complex, high profile requests that may cause legal, financial, or reputational risk to the agency.
  • Coordinating with the PRO /PRU Records Management Supervisor to identify changes to case laws and update agency trainings and standard work accordingly.
  • Identify trends, develop and provide monthly update on Public Records metrics. May work with Office of Strategy and Performance to create a visual Dashboard that can be presented to executive leadership.
  • Translate complex public records requests and queries into actionable specifications and collaborate with public records staff and PRO to ensure alignment, expectations and consistency resulting in timely and accurate data identification and preservation in eDiscovery.
  • Develop solutions that inform Public Records Analysts of sensitive, personal, private or attorney-client privileged information is captured or screened during the search and collection of review sets (e.g., social security numbers, claims data, statutory exemptions, etc.), ensuring that data produced to the public is consistent and compliant with state or federal audit standards.
  • Direct and oversee the work of direct reports, to include establishing performance standards and expectations, monitoring performance and providing coaching opportunities or taking corrective action as needed.

Required:

  • A Bachelor’s Degree in business administration, public administration, education, or a related field and five years in a related field including planning, analysis, coordination, and consultation.

OR

  • Equivalent experience may be substituted year for year for education

Additionally:

  • One or more years’ supervisory experience
  • Two or more years’ experience in Lean methodology and process improvement and/or project management.
  • Two or more years’ experience in working with the disclosure of public records using the Public Records Act or Freedom of Information Act.
  • Experience researching, evaluating, and drawing conclusions from data; supporting recommendations with facts and analyzing, and interpreting and applying rules, laws, policies and standard work procedure.
  • Proficient with Microsoft Office suite and Adobe
  • Experience with eDiscovery

Required Equity Competencies:

Desired:

  • One year of experience analyzing proposed legislation and fiscal notes and/or drafting rules, policies or procedures.

  • Strong written oral communication skills with external and internal customers

For this position, telework is permitted with occasional in office days (around one day in office per month dependent on business needs). The duty station for this position is Tumwater, WA.
