Job Description

Insight Global is seeking an experienced Program Manager to lead a portfolio of technology and business initiatives that support the agency's mission of public safety and operational excellence. This role is responsible for overseeing multiple interrelated projects, ensuring alignment with strategic objectives, and delivering modern technology solutions that enhance public safety, improve trooper safety, and support internal stakeholders. The Program Manager will provide program-level leadership across planning, governance, budgeting, resource management, vendor oversight, risk management, and executive communications. The ideal candidate has extensive experience managing large-scale technology programs, coordinating multiple concurrent projects, driving organizational change, and delivering cloud-based or SaaS solutions within complex environments. The pay range for this role is $70-$83/hr.

Key Responsibilities

  • Lead the planning, execution, and delivery of complex technology programs consisting of multiple related projects.
  • Serve as the primary point of contact for executives, stakeholders, project teams, and vendors.
  • Develop and manage program roadmaps, resource plans, budgets, schedules, metrics, and executive reporting.
  • Oversee program risks, issues, dependencies, and escalations to ensure successful outcomes.
  • Ensure projects are delivered on time, within scope, budget, and governance requirements.
  • Maintain compliance with VITA, PMO, and agency standards, including required project documentation.
  • Coordinate cross-functional teams to align priorities, deliverables, and strategic objectives.
  • Manage program financials, forecasting, procurement activities, vendor performance, and contract compliance.
  • Collaborate with architecture, security, infrastructure, and data teams to support enterprise alignment.
  • Provide executive-level communications, status reporting, and leadership briefings.
  • Support organizational change management, user adoption, and continuous improvement initiatives.
  • Promote PMO best practices and serve as a trusted advisor on program strategy and governance.

Skills and Requirements

  • Bachelor’s degree in IT, Business, Computer Science, Project Management, or related field, or equivalent experience.
  • PMP certification required.
  • 10+ years of project management experience and 5+ years of program management experience leading complex technology initiatives.
  • Demonstrated success managing large-scale programs and projects with budgets exceeding $10M.
  • Experience leading technology modernization, digital transformation, cloud, or enterprise software implementation programs.
  • Strong knowledge of program governance, risk management, resource planning, budgeting, and executive reporting.
  • Proficiency with Microsoft Project, Excel, Word, PowerPoint, Visio, and Outlook.
  • Strong understanding of project management methodologies, PMO processes, and program lifecycle management.
  • Excellent communication, stakeholder management, presentation, and leadership skills.
  • Proven ability to manage competing priorities and deliver results in complex environments.
  • Experience managing public-sector, government, law enforcement, or public-safety technology programs.
  • Familiarity with Commonwealth of Virginia governance frameworks, VITA standards, and Category 3 (or higher) projects.
  • Proficiency with Smartsheet and project portfolio management tools.
  • Experience leading cloud, SaaS, cybersecurity, infrastructure modernization, or enterprise application initiatives.
  • Strong financial management, procurement, contract negotiation, and vendor management experience.
  • Ability to lead organizational change management and user adoption efforts.
  • Experience developing executive dashboards, performance metrics, and strategic reporting.
  • Understanding of enterprise architecture, information security, data governance, and compliance requirements.
  • Experience mentoring project managers and contributing to PMO process improvement and organizational maturity.
