Job Description

About the Agency:

The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City.

As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants. With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike.

Your Team:

Housing Preservation & Development Technology (HPD Tech) is the IT division within HPD. HPD Tech is committed to transform HPD through technology by promoting productivity and eliminating manual processing, shrinking costs, and increasing the pace of work.

HPD Tech works to improve effectiveness of business processes using core applications for flawless execution. HPD Tech empowers decision makers with access to quality (complete and accurate) information to anticipate and pro-actively react to building, neighborhood and market conditions.

Your Impact:

HPD Tech is seeking an IT Project Manager to oversee the technology initiatives that support Lead-Free NYC. This is the mayor's citywide effort to eliminate lead-based paint hazards in residential buildings, with a focus on preventing lead exposure and protecting children and families. The roadmap to a Lead-Free NYC includes stronger enforcement of existing laws and regulations, and new prevention and mitigation programs across City agencies, including HPD.

The position supports the HPD Office of Enforcement and Neighborhood Services (ENS), which carries out this work by enforcing the New York City Housing Maintenance Code and New York State Multiple Dwelling Law. HPD Tech develops the technology that helps ENS conduct inspections, issue violations, and correct emergency conditions, so that every New Yorker has a safe home.

Your Role:

The Project Manager will lead multiple technology projects for Lead-Free NYC, including critical Lead Mandate applications such as HPDInfo, RTFF, and Lead Exemption Online (LEOP). The role provides project management and IT oversight for these initiatives. It coordinates HPD business and program areas, Technology, vendors, and other stakeholders. The Project Manager monitors progress and deliverables, facilitates requirements and prioritization for lead-related work, manages risks and issues, and ensures projects follow HPD Technology governance and project management standards. The candidate will work closely with HPD's technology and business groups so that systems solutions effectively support Lead-Free NYC objectives.

Your Responsibilities:

  • Lead the planning and implementation of Lead-Free NYC technology projects.

  • Ensure Lead-Free NYC business requirements are translated into technology tasks.

  • Manage resources and schedules for project and program implementation.

  • Plan and schedule project deliverables, goals, and milestones.

  • Direct and oversee the project engineering team and manage conflicts within the group.

  • Perform team assessments and evaluations.

  • Identify and solve project issues by engaging stakeholders.

  • Create strategies for risk mitigation and contingency planning.

  • Design and maintain technical and project documentation.

  • Work with HPD Tech technical managers to assemble and coordinate staff dedicated to projects.

  • Assist HPD Tech senior management in evaluating project management tools and assessing project management reporting approaches and standards

Required Skills:

  • More than 4 years of project management or IT management experience.

  • More than 3 years of experience coordinating and/or supporting IT business processes.

  • More than 2 years of coding experience.

  • Understanding of multiple project management life-cycle methodologies, especially iterative development.

  • Scheduling and budgeting experience.

Preferred skills:

  • Strong collaboration, relationship management, communication, and writing skills.

  • Good judgment, logical thinking, and attention to detail.

  • Ability to drive projects to completion.

  • Familiarity with Oracle database architecture and design.

  • Familiarity with client-server and web architecture and software development.

  • MS Project, MS Office, and Windows.

  • Familiarity with the .NET framework, PowerBuilder, Java, Salesforce, and Artificial Intelligence (AI).

  • PMP (Project Management Professional) certification or equivalent
