Full job description

Citi’s US Consumer Cards Technology Strategy team drives strategic initiatives in Technology, while architecting, quantifying, and socializing the business benefits and modernization roadmaps resulting from major technology transformation programs.

USCC Technology Strategy & Operations Lead serves as the lead strategist and technical authority caring for all pillars of the USCC Technology Strategy, leading the annual refresh of the technology strategy, and defining the long-term vision and multi-year modernization of legacy credit card applications and platforms. This leader bridges deep payments engineering architecture, quantitative business case formulation, and executive-level storytelling. The role is responsible for establishing and advancing the modernization program including key milestones and metrics, defining coexistence and transition blueprints to modern cloud-native architectures, and formulating defensible multi-year economic models (TCO, infrastructure cost optimization, P&L impacts, and developer productivity realization) that justify capital investments and ensure operational excellence.

Responsibilities:

  • Lead and advance all pillars of the USCC Technology Strategy, driving strategic alignment between architectural roadmaps and commercial business objectives.

  • Lead the annual refresh of the USCC Technology Strategy to reflect evolving business priorities, emerging technologies, and architectural standards.

  • Formulate the long-term vision, multi-year strategic roadmap, and transition architecture to modernize legacy credit card applications and platforms to an event-driven, cloud-native target state.

  • Establish, govern, and advance the modernization program, defining and managing critical delivery milestones, transition phases, and success metrics.

  • Define modernization integration blueprints with upstream and downstream Citi systems (Customer Identity, Fraud, Rewards/ThankYou, Collections, Risk Engines).

  • Partner with Architecture team to design coexistence and migration strategies to ensure continuous, high-performance transaction processing across high-volume card events.

  • Quantify the economics of legacy platform cost reduction and infrastructure optimization versus modern cloud compute unit costs, evaluating transition dual-run run-rate costs and long-term hosting cost trajectories.

  • Quantify technical non-financial benefits and engineering velocity metrics, such as deployment frequency gains, MTTR reductions, cloud elasticity savings, automated testing efficiency, and technical debt risk reduction.

  • Translate intricate technical architectures and economic modeling outputs into concise, visually compelling executive presentations.

  • Establish quantitative benefit-realization frameworks, value-tracking scorecards, and engineering KPIs to track post-investment ROI and operational efficiencies against approved baseline plans.

  • Partner with Cards Business heads, Product Management, Operations, and Finance to ensure strategic alignment across all initiatives.

  • Serve as a senior technical authority and trusted advisor on modern payments architecture across the Cards Technology organization.

  • Embody Citi’s Leadership Principles: We Take Ownership, We Deliver with Pride, and We Succeed Together.

Qualifications:

Experience in credit card application and platform modernization programs required

Experience leading technology strategy development, annual strategy refreshes, and multi-pillar strategic initiatives

10+ years of management consulting, technology, and/or strategy & ops experience preferred

Proven track record establishing and advancing large-scale modernization programs, milestones, and governance metrics
