About the Position: This position serves as Chief of Clinical Operations at Lyster Army Medical Center under the Deputy Commander for Administration. Incumbent develops command policies, provides information, and oversees patient access, beneficiary services, referrals, productivity, and hospital business operations. This is a Direct Hire Solicitation

Duties

• Develops readiness, market, and network analytics by extracting and analyzing complex data to inform Quadruple Aim Performance Process objectives.
• Produces predictive assessments by conducting detailed data analysis to support readiness signals and market forecasting.
• Collaborates with market leaders and process-improvement teams to design and monitor initiatives that enhance health service delivery.
• Provides revenue, workload, and expense data to organizational leaders to strengthen administrative and clinical decision-making.
• Interprets workload and performance metrics to identify operational improvements and support organization-wide budget management.
• Directs administrative, managerial, and technical personnel by assigning work, establishing priorities, and evaluating performance outcomes.
• Develops internal workforce policies and programs to advance equal employment opportunity, merit promotion, and labor-management relations.
• Identifies and fulfills employee training and development needs by arranging targeted professional growth opportunities.
• Resolves complex technical and personnel issues by advising subordinate supervisors and ensuring fairness in performance standards and ratings.
• Maintains strategic liaison relationships with TRICARE, DHA, and regional partners to enhance collaboration and mission support.
• Facilitates coordination between clinical and administrative services to ensure alignment with the Commander’s goals and operational requirements.
• Builds and strengthens community and interagency partnerships by promoting Military Treatment Facility mission understanding and fostering cooperative relationships.

Qualifications

Specialized Experience: One year of specialized experience which includes I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes 1. Analyzing and evaluating healthcare delivery systems, clinic access to care, and operational productivity within an ambulatory healthcare or military medical treatment facility (MTF); 2. Planning, coordinating, and directing clinical administrative operations, including provider schedule/template management, enrollment, or referral management; 3. Conducting healthcare business case analyses and monitoring healthcare support contracts or provider resource-sharing agreements; AND 4. Advising healthcare leadership on healthcare administration policies, regulatory compliance, and resource optimization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or above. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
