Four Positions

Cleveland Public Power seeks four Deputy Commissioners

Cleveland Public Power (CPP) is seeking applicants for four newly created leadership positions designed to strengthen the utility and support its long-term strategic vision. CPP is Ohio’s largest municipal electric utility, serving approximately 75,000 residential and commercial customers.

Deputy Commissioner — Engineering and Reliability

The Deputy Commissioner of Engineering & Reliability will assist the commissioner in managing departmental operations while providing direction and oversight to engineering, reliability, and technical support functions. The position oversees engineering and planning activities, Supervisory Control and Data Acquisition (SCADA) and operations technology systems, transmission operations, regulatory compliance efforts, and power and energy market purchasing activities. The successful candidate will also help lead major infrastructure initiatives, including substation rebuilds, distribution system upgrades, reliability improvement programs, and automation projects designed to modernize the utility's electric system.

Candidates should possess a bachelor's degree in electrical, mechanical, civil, or a related engineering field and several years of progressively responsible engineering experience, including supervisory or management experience. Professional Engineer licensure and utility leadership experience are preferred. The position oversees approximately 20 employees and offers a salary range of $130,000 to $157,000, with an anticipated starting salary of approximately $140,000. Learn more and apply here.

Deputy Commissioner — Operations

The Deputy Commissioner of Operations will oversee CPP's day-to-day field operations and play a key leadership role in the construction, maintenance, and restoration of the utility's electric transmission and distribution system. Responsibilities include directing outage response and emergency restoration activities, monitoring electric system performance, evaluating maintenance needs, and helping ensure the reliability and resilience of the electric grid. The position also provides oversight for training, certification, and workforce development programs supporting line crews, meter services, fleet operations, substations, lighting, underground and overhead construction, and line clearance activities.

The successful candidate will supervise approximately 150 field and operations employees and provide direct oversight to multiple operational divisions. Applicants should possess significant experience in electric utility operations, construction, or power delivery systems, along with demonstrated leadership experience managing large teams and complex projects. Deputy Commissioner — Customer Care and Account Services

The Deputy Commissioner of Customer Care & Account Services will provide administrative oversight for the utility's customer service, billing, collections, and call center operations. The position will lead efforts to improve customer experience while modernizing billing and service platforms through workflow digitization, automation, and process improvements. Responsibilities include overseeing end-to-end billing operations, ensuring accuracy and transparency in customer account management, evaluating meter reading and investigation procedures, developing collection and revenue recovery strategies, and ensuring consistent customer service standards across the organization.

Applicants should possess a background in business administration, accounting, information systems, customer service, or a related field and have demonstrated experience leading customer-focused operations. The position supervises approximately 20 employees and requires strong analytical, project management, and leadership skills. The Deputy Commissioner of Administration will assist the commissioner with a broad range of administrative and organizational responsibilities. The position oversees project governance, portfolio management, capital project administration, business development activities, facilities, lighting administration, and workforce development programs. In addition, the deputy commissioner will work closely with Human Resources on recruitment, labor relations, succession planning, training, and employee development initiatives designed to strengthen the organization's long-term workforce.

The position also has responsibility for public affairs, communications, and marketing functions and plays a significant role in supporting strategic planning and organizational culture initiatives. Candidates should possess a bachelor's degree in public administration, business administration, or a related field, along with significant administrative and management experience.
