Summary

You will serve as an ADMINISTRATIVE OFFICER in the NAVAL EDUCATION AND TRAINING COMMAND, of ENGINEERING DUTY OFFICERS SCHOOL, Port Hueneme, CA

Duties

  • You will serve as the Administrative Director of the Engineering Duty Officer School.
  • You will direct execution of command administrative programs, including civilian and military administrative processing. Plans, directs, coordinates, reviews, and leads all aspects of the administrative mission.
  • You will consult and coordinate administrative issues and programs both internally and externally, and with higher level officials. Facilitates command decision-making and advises the Commanding Officer and Executive Director on the impact
  • or potential impact of new laws, policies, and changed requirements promulgated by higher echelons.
  • You will serve as the Command's Records and Information Manager. Administers the command Records Management Program, with continuous improvement as a consistent objective.
  • You will advise the Commanding Officer and the Executive Director on related requirements, policy, plans, innovation, and metrics.
  • You will develop and conduct periodic records and information management (RIM) quality control reviews, compliance audits, risk assessments and surveys to measure the effectiveness of electronic systems and for general program improvement purposes.

Qualifications

FOR GS 11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Apply qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; 2) Utilize superior written and oral communication skills, including correct use of English grammar, punctuation, spelling, and proper formatting in a variety of modes; 3) Administer military pay, allowances, and entitlements, with expertise in regulations that govern them; and 4) Independently perform all Navy ERP Navy Enterprise Resource Planning (N-ERP) Government Purchase Card Program (GPCP) transactions and related audit and reporting requirements. FOR GS 09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Perform basic administrative and program responsibilities; 2) Review, edit, and draft correspondence with proper use of grammar and formatting; 3) Process military pay, allowances, entitlement and check-in requests; and 4) Coordinate, initiate and maintain all N-ERP GCPC transactions, transactional files and basic supply operations. GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successfully completed a Ph.D. or equivalent doctoral degree, directly related to the position being filled. Successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree, directly related to the position being filled.
