Job Description
Insight Global is seeking Senior and Mid-Level PPBE Management Analysts to support a critical Department of Defense mission at Lackland Air Force Base in San Antonio, Texas. This individual will provide expertise in the Planning, Programming, Budgeting, and Execution (PPBE) process, supporting financial planning, budget development, program analysis, and resource allocation efforts for Air Force organizations.
The ideal candidate will possess a strong understanding of Air Force budgeting processes, Program Objective Memorandum (POM) development, and the Air Force Corporate Structure. This role will work closely with leadership and stakeholders to evaluate budget requirements, analyze program funding, and ensure fiscal resources align with mission priorities.
Responsibilities include but are not limited to: Analyze budgeting, accounting, and financial reports to monitor expenditures and maintain fiscal controls. Review budget submissions for completeness, accuracy, and compliance with applicable regulations, policies, and procedures. Support the development and execution of Program Objective Memorandums (POMs) and related budget planning activities. Prepare recurring and ad hoc budget reports, financial analyses, and leadership briefings. Provide recommendations and technical guidance regarding cost analysis, budget formulation, and fiscal resource allocation. Monitor operational budget performance and identify trends affecting future funding requirements. Interpret budget directives and assist in implementing policies and procedures to execute funding guidance. Collaborate with program managers and leadership to align budget resources with mission and programmatic changes. Conduct cost-benefit analyses to evaluate programs, funding requests, and alternative resourcing strategies. Support strategic planning, mission analysis, requirements analysis, and gap assessments impacting resource prioritization. Provide expertise in Air Force corporate processes and organizational resource management initiatives.
Skills and Requirements
- Active TS/SCI Clearance.
- Bachelor's degree in Business, Finance, Accounting, Economics, Public Administration, or a related field.
- 2+ years of experience supporting the development and execution of Program Objective Memorandums (POMs).
- Experience working within the Planning, Programming, Budgeting, and Execution (PPBE) process.
- Strong understanding of Air Force budget planning, financial management, and resource allocation activities.
- Experience interpreting and implementing budget guidance and directives.
- Proficiency conducting financial analysis, budget forecasting, and cost-benefit assessments.
- Experience as an Air Force Staff Officer at the MAJCOM level or higher.
- Extensive knowledge of the Air Force Corporate Process.
- Strong written and verbal communication skills with the ability to brief senior leadership.
