Summary

The Assistant Chief Supply Chain Officer (CSCO) is a supply chain management specialist for the Alaska VA Healthcare System (AVAHS) and supported catchment areas, responsible for the development and integration of a cohesive supply chain.

Duties

Serves as a senior logistics management specialist, integrating logistics and related support and services for the supply chain, expendable/non-expendable and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction. Supports the integration and alignment of acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care. Utilizes extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS, and technical guidance and assistance to all organizational logistics personnel pertaining to logistics. Performs broad and comprehensive formal studies of benefits, impacts, characteristics and problems associated with logistics policy. Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system. Facilitates the development of training programs, curriculum and training opportunities, and supports the development of tests designed to enhance the skills and abilities of subordinate staff. Conducts strategic planning and quality management of the equipment and leasing programs, including coordination of VA HCS and supported catchment area activations and major purchases. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as a supply chain management leader, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in leading and/or managing a group with a variety of occupations.
