Summary About the Position: Serves as the Civilian Human Resources Agency (CHRA) G-1 responsible for providing direction, program oversight, and exercising program responsibility for the full range of HR programs and functions for the Executive level Director of the CHRA DRU (a Direct Reporting Unit to HQ DA Sec/Army). This announcement will be used to fill one position at various locations. Responsibilities Serve as primary advisor to the CHRA Director/Deputy Director for strategic human capital operations, implementation and management of the strategic human capital plan. Establish complex long range program goals and objectives related to life cycle of human resource management and human capital plan management. Develop information requirements and report critical information requirements through leadership channels. Perform a full range of supervisory duties to ensure mission accomplishment. Forecast and develop program budgetary and manpower requirements. Provide effective techniques and solutions across all HR functional lines to include recruitment/placement, classification, management and relations, and human resources development. Apply quantitative and qualitative analysis to enterprise programs. Synthesize dynamic environmental factors to inform senior leader decision making. Maintain deep understanding of CHRA organizational mission, vision, culture, and priorities to inform program management and senior leader decision making. Specialized Experience: One year of specialized experience which includes: 1) planning, coordinating, and synchronizing across multifunctional teams across the enterprise; 2) managing human capital operations and implementation while driving efforts to integrate and align enterprise programs; 3) analyzing human capital initiatives to provide actionable recommendations to senior leadership, including members of the senior executive service, on strategic planning and management; 4) tracking program activities, identifying systemic requirements, and executing adjustments to keep human capital plans aligned; 5) applying advanced analytical techniques to resolve complex human resources issues spanning multiple functional areas such as recruitment, classification, workforce development, and employee relations across the enterprise; and/or 6) performing supervisory duties to ensure mission accomplishment, including assigning and reviewing work, planning and carrying out training and development, and evaluating performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: HR Data Analysis Human Capital Management Leadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Pay will be set in accordance with the selected duty station's geographical location. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
