Summary
This position is located in Response and Continuity Branch, Office of Nuclear Reactor Regulation. The supervisor is Eva Brown. This position is subject to Confidential Financial Disclosure reporting requirements. This position is subject to security ownership restriction reporting requirements.
Duties
The successful candidate will perform the full range of Emergency Response Coordinator duties. Such duties include but are not limited to: Coordinate NRC Emergency Response and Continuity Programs across HQ, regions, and interagency partners; ensure alignment with national response structures and sustain operational readiness. Develop, maintain, and conduct responder training and regional interface programs; identify gaps and provide guidance to standardize interfaces and improve effectiveness during incidents, drills, and exercises. Lead and support interagency agreements and national emergency planning initiatives; participate in negotiating and refining agreements with Federal and State agencies and serve as liaison to national emergency planning entities. Plan, coordinate, and evaluate multi-agency drills and HSEEP-aligned exercises; integrate lessons learned into program improvements, training enhancements, and updated response procedures. Prepare response related concept of operations and interagency correspondence; monitor evolving national directives and recommend actions to NRC leadership. Support Operations Center readiness and incident participation; maintain qualifications, provide technical guidance, and manage special projects that advance NRC Incident Response and Continuity programs. Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as experience at the GG/GS 13 level performing continuity, and incident response coordination with Federal, State, and regional partners; developing and evaluating emergency operating procedures and regional interface programs; supporting interagency agreements; and planning, conducting, and assessing multi agency drills and HSEEP aligned exercises. Specialized experience also includes preparing policy papers, regulatory analyses, emergency plans, or interagency correspondence; monitoring evolving national preparedness guidance; participating in Operations Center activities; maintaining qualifications for incident response roles; and applying sound judgment in coordinating complex emergency preparedness issues under time critical or high-pressure conditions. The ideal candidate will be able to demonstrate the following: Demonstrated ability to design, update, and implement responder training activities, and support standardization of regional interface programs to improve effectiveness during incidents, drills, and exercises. Demonstrate ability to lead coordination with Federal and State emergency management partners and negotiating/refining formal and informal interagency agreements to ensure NRC roles and expectations are accurately represented in national frameworks. Demonstrated ability to plan, coordinate, execute, and evaluate HSEEP-aligned exercises and develop responder training, integrating lessons learned to strengthen readiness and procedures. Demonstrated ability to prepare clear, effective responder training, response related concept of operations, and interagency correspondence; interpret evolving national directives; and provide actionable recommendations to senior leadership. Demonstrated ability to design and manage response related assessment tools to evaluate responder readiness, exercise outcomes, performance trends, and program effectiveness-and to translate findings into documented program improvements. Demonstrated ability to maintain Operations Center qualifications, performing incident response roles, and leading special projects that enhance readiness (including continuity initiatives and response IT tool improvements).
