Summary
About the Position: Serves as an Administrative Officer for multipurpose civil works projects that include flood risk management, natural and cultural resources management, environmental stewardship, recreation, fish collection, and fish release facilities. Serve as a key senior staff who provides advice on administrative matters. Provides guidance, assistance, analysis, evaluation, interpretation, support to personnel, financial management, HR and EEO matters for the project.
Duties
- Integrate the various administrative services required, such as personnel management, financial resources management, procurement, warehousing, records management, property management, employee timekeeping, and general office services.
- Utilize a variety of policies and directives to execute administrative and personnel duties.
- Analyze and organize work, establish priorities, meet deadlines, and provide reports on progress.
- Coordinate and collaborate with management officials, LMER and Civilian Personnel Advisory Center representatives to discuss HR-related matters.
- Responsible for managing the on-site financial GPC and overhead resources.
- Exercise full technical and administrative supervision over a staff of general schedule employees to accomplish critical functions of the project.
- Assign and coordinate the administrative work of other clerical/support personnel and provide guidance, direction, and leadership to ensure all administrative priorities are met and are in accordance with goals.
- Responsible for assuring that all procurement is completed in compliance with the established regulations.

Minimum Qualifications for the GS-11: Specialized Experience: One year of specialized experience which includes experience in all three of the following areas: (1) advising and assisting management in the areas of budget, civilian personnel management, and training; (2) developing budgets and coordinating scheduling and execution. AND (3) must have experience with records management, property management (Hand Receipt Holder), OR timekeeping. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: abilities necessary to perform the work of the position, such as Business Administration or Management; Organizational Management; Public administration; or Human Resources Management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

You will be evaluated based on how well you meet the qualifications listed in this vacancy announcement.
