Summary

The Watervliet Arsenal is an Army-owned and -operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Benét Laboratories) collocated with a manufacturing facility (Arsenal).

Duties

  • Plan and maintain administrative and automation support and execute operational, administrative and technical functions of the organization.
  • Review and/or analyze technical and administrative communications to highlight trends, problem areas, and impact.
  • Apply knowledge of methods, materials, machinery and facilities used in industrial production operations.
  • Obtain technical information concerning production methods, materials, machinery, and facilities used in a manufacturing/industrial organization.

Specialized Experience: One year of specialized experience which includes (1) Demonstrates analysis of data in a production or manufacturing environment.; (2) Experience in any Enterprise Resource Planning (ERP) system; (3) Inputting, extracting and storing data in applicable database or appropriate computer applications; and (3) Creating Data analysis reports utilizing information from multiple sources. This definition of specialized experience is typical of work performed at the GS-07 or equivalent grade/level in the federal service. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. with a major study in business administration, industrial management, engineering, or degree in other related fields. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Attention to Detail Integrity/Honesty Interpersonal Skills Reading Comprehension Reasoning Teamwork Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Term Appointment NTE - Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Temporary or Term [select one] appointment with no statutory return rights back to a permanent position.
