Full job description
Mission: The Lakefront Management Authority manages, controls, regulates, operates, and maintains any non-flood-protection facility or improvement asset or function within a levee district within the jurisdiction of a flood protection authority.
Overview of Role: This position reports directly to the Executive Director of the Lakefront Management Authority (LMA) and indirectly to the Board of Commissioners of the LMA and is responsible for managing and overseeing all engineering, construction and maintenance activities for the agency. This position has direct supervision over the Engineer 6 position and the Facility Maintenance Manager B position. This position provides supervision and oversight of multiple contracts with outside Engineering, Architectural and professional firms under contract with the LMA for major construction and repairs.
Promotional; All eligible applicants must be a current, permanent, classified employee of Lakefront Management Authority.
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Three years of licensed engineering experience; or
Seven years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS: A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES: Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Serve as a Division Head for the Operations and Engineering Department by exercising direct supervision over all staff who are assigned to the Operations and Engineering Department. Responsible for the creation and implementation of department rules, regulations, and procedures to meet changes in law and policy. Conduct CPM Evaluations for Direct subordinate staff and functions as a second-level evaluator for indirect reports.

Formulates current and long-range programs for maintenance and construction of all Non-Flood Protection Assets of the Orleans Levee that are under the Management and Control of the Lakefront Management Authority. Directs, supervises, and monitors all planning and engineering project management (construction, maintenance, public works, traffic, and safety).

Responsible for environmental compliance and training to adhere to DEQ regulations and Sewerage and Water Board (C& WB) MS4 (DEQ permit) stormwater co-permittee requirements.
