Embracing Service, Inspiring Innovation, Promoting Teamwork, Pursuing Excellence, and Advancing Equity Under general direction, the Social Work Consultant plans, develops, evaluates, and provides administrative direction for public health social work in the STD/HIV/Viral Hepatitis (VH) Section; provides professional social work and STD/HIV program consultation statewide to health services areas; coordinates with other agencies and organizations in developing partnerships and new ventures; monitors service area STD/HIV/VH social work clinical activities and community based interventions; and participates in general program planning, evaluation and policy development for the STD/HIV/VH Section. The position supports the Ending the HIV Epidemic (EHE) and all other Section projects and initiatives.

Consultation/Policy Development: Plan, develop, administer and evaluate social work services within the STD/HIV/VH Section;

• Provide specialized program and professional consultation to preventive health social work staff and STD/HIV/VH Section staff; perform quality assurance activities and monitor staff who conduct client level interventions for persons living with HIV; ensure linkage to care services are conducted according to program standards and grant requirements.

• Participates in program planning and policy development regarding the provision of social work services for clients living with HIV/other infectious diseases; problem solve systems issues that impact the delivery of social work and related services.

• Provide consultation/coordination between STD/HIV/VH Section, geographical area staff, and Office of General Counsel regarding recalcitrant clients.

• Serve as the point of contact for LGBTQ related activities and questions.

• Assist with the PrEP counseling and navigation center.

Leadership

• Employ established community organization techniques in strategic planning and development of new resources to address issues impacting health behaviors and health outcomes with input from consumers and team members.
• Participate in the development and implementation of public health social work standards/ competencies, training requirements and serves as liaison between the STD/HIV/VH Section, Director of Social Work, Area Social Work Leads and other social workers statewide.
• Conduct regular meetings/conference calls with regional preventive health social work staff for program updates, quality assurance activities and training. Prepares and submits reports in a timely manner in accordance with discipline, program and state requirements.
• Plan and administer professional development programs, including training, for social work and multi-disciplinary groups as appropriate.
• Responsible for reviewing data collection methods to ensure accurate data reporting of the use and outcomes of federal grant funds in compliance with applicable regulations.

Other duties as assigned

• Functions in a leadership role in emergency preparedness as outlined by DPH Emergency Plans, DBHT SOP or as requested by the Director of Social Work and/or Section Director.

State Minimum Requirements: A bachelor's degree in social work from a program accredited by a nationally recognized accrediting body for social work programs, or from a social work program whose standards are at least equivalent to the minimum standards required by the nationally recognized accrediting body approved by the Board. Licensure as a Licensed Baccalaureate Social Worker (LBSW) or a Licensed Masters Social Worker (LMSW) by the South Carolina Board of Social Work Examiners (Board).

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.A master's degree in Social Work from a school accredited by the Council on Social Work Education; Current license at the LMSW or LISW level by the SC Board of Social Work Examiners; minimum of four (4) years of professional social work experience, two (2) of which must have included administrative or supervisory experience.
