Job Title: Onsite HR Manager Bilingual (English/Spanish)Job Description

This onsite HR Manager role oversees all human resources functions for Salem operations, supporting approximately 175 employees across multiple manufacturing facilities. You manage the full employee lifecycle from recruitment through separation, lead employee relations and compliance, administer payroll and leave programs, and serve as the primary HR resource for supervisors and employees. This highly visible position reports to the HR Director and offers the opportunity to shape workforce practices, drive accountability, and partner closely with operations leadership in a fast-paced production environment.

Responsibilities

  • Oversee all onsite HR functions for Salem operations, serving as the primary HR resource for supervisors and employees.

  • Manage the full employee lifecycle from recruitment through separation, including hiring, onboarding, development, and offboarding.

  • Handle employee relations matters, including workplace investigations, coaching conversations, corrective actions, and policy administration.

  • Process weekly payroll through ADP, ensuring accuracy, timeliness, and adherence to company policies and regulatory requirements.

  • Administer leave programs, including tracking, documentation, and communication, while ensuring compliance with applicable laws and company policies.

  • Coordinate workers compensation activities, including claims, documentation, and communication with internal and external stakeholders.

  • Maintain HR compliance documentation and drive adherence to Oregon employment laws and company policies.

  • Coordinate OSHA-related reporting and support safety initiatives in partnership with operations and safety teams.

  • Support training compliance and ensure completion of monthly safety programs across the workforce.

  • Conduct onboarding and new hire orientation, ensuring a welcoming and informative experience for new employees.

  • Post job openings, review applicants, conduct phone screens, and support hiring efforts to meet staffing needs.

  • Partner with operations leadership to improve accountability, workforce management, and overall employee engagement.

  • Provide guidance and support to supervisors on employee relations, performance management, and conflict resolution.

  • Serve as a department of one onsite, working independently while collaborating with a broader HR team across locations.

  • Drive continuous improvement in HR processes, documentation, and communication to support a growing manufacturing organization.

  • Travel periodically between Salem and additional nearby facilities as needed to support HR and workforce initiatives.

Essential Skills

  • Bilingual proficiency in English and Spanish, with the ability to communicate effectively with a diverse workforce.

  • Progressive HR experience in Oregon, with a strong track record of increasing responsibility in human resources roles.

  • Strong knowledge of Oregon employment laws and the ability to apply them in day-to-day HR decision-making.

  • Hands-on employee relations experience, including investigations, coaching, corrective action, and conflict resolution.

  • Recruiting and onboarding experience, including posting jobs, screening candidates, and conducting new hire orientation.

  • Experience administering leave programs and managing related documentation and compliance requirements.

  • Demonstrated ability to work independently as a department of one while supporting multiple stakeholders.

  • Strong communication skills, both verbal and written, with the ability to build trust and influence at all levels.

  • Proven conflict resolution skills and the ability to navigate sensitive situations with professionalism and discretion.

  • Comfort working in manufacturing, production, or operations environments, including time spent on the production floor.

Additional Skills & Qualifications

  • Manufacturing HR experience, supporting production or operations teams in a plant or facility setting.

  • Experience using ADP Workforce Now for HR and payroll-related processes.

  • Payroll processing experience, including weekly payroll cycles and coordination with finance or accounting.

  • Workers compensation experience, including claims handling and coordination with internal and external partners.

  • Exposure to OSHA requirements and safety administration, including reporting and program support.

  • HR Generalist experience with readiness to step into an HR Manager role and assume broader leadership responsibilities.

Work Environment

This role is fully onsite within a growing manufacturing organization supporting approximately 175 employees across multiple facilities. You work closely with operations leadership and employees throughout the facility, spending time both in an office setting and on the production floor. The environment is fast-paced, collaborative, and hands-on, well-suited to someone who enjoys building relationships, being visible and accessible, and making a tangible impact on the workforce. You report directly to an experienced HR Director and collaborate with a supportive HR team across different locations, while functioning as the onsite HR leader and department of one. The position typically requires a 4550 hour workweek with some flexibility in daily scheduling to meet operational and employee needs.

This is a Permanent position based out of Salem, OR.

Pay and Benefits

The pay range for this position is $100000.00 - $125000.00/yr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
