Summary
This vacancy is for an Administrative Officer in the Economic Development Administration within the Department of Commerce.
Duties
As an Administrative Officer, you will perform the following duties: Serves as the principal advisor to the Director for Management and Resources and the Deputy Assistant Secretary for Economic Development/Chief Operating Officer on all matters involving administrative management, human capital, organizational effectiveness, and mission support operations for the Economic Development Administration (EDA). Provides leadership and direction over bureau-wide administrative programs that support the accomplishment of EDA's mission and strategic objectives. The incumbent directs EDA's Human Capital program, ensuring alignment with Department of Commerce human resources policies, Office of Personnel Management regulations, and strategic workforce planning objectives. Directs bureau-wide administrative support services and manages strategic relationships with the Department of Commerce Office of Human Resources Management, the General Services Administration, and other Federal shared service providers. Provides oversight of EDA's directives and policy management program by directing development, coordination, implementation, and maintenance of administrative policies, directives, standard operating procedures, and internal guidance. Provides strategic leadership for bureau-wide administrative management and advises the Director for Management and Resources and the Deputy Assistant Secretary/Chief Operating Officer on administrative policy, organizational effectiveness, operational risk management, and resource planning. Administrative programs directed include property management, facilities management, Personal Identity Verification (PIV) card administration, records management, information governance, occupational health and safety, learning and development, performance and talent management, Paperwork Reduction Act compliance, Continuity of Operations, time and attendance administration, travel management, transit benefits, and related mission support functions. The incumbent develops long-range administrative strategies, establishes organizational priorities, allocates resources, evaluates organizational performance, and leads cross-functional initiatives that improve operational efficiency and strengthen organizational performance. This Job Opportunity Announcement may be used to fill other Administrative Officer GS-0341-15, positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience. You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level: You must meet the following: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as: Advising senior leadership on strategy, policy, and resource planning to support mission execution. Supervising professional and administrative staff, setting work priorities, and evaluating employee performance. Directing administrative or human capital programs, such as facilities, property, records management, COOP, workforce planning, succession planning, performance management, employee engagement, or learning and development initiatives Coordinating with senior executives, federal partners, or external service providers to implement policies, programs, or organizational changes.
Education
There is no positive education requirement for this position. NOTE: Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You MUST provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration. How You Will Be Evaluated
You will be evaluated based on how well you meet the qualifications listed in this vacancy announcement. Your qualifications will be evaluated based on your application materials (e.g., two-page resume, supporting documents), the responses you provide on the application questionnaire, the result of the USA Hire assessment and Structure Resume Review required for this position.
