The Department of Corrections (DOC) is seeking an Administrative Specialist to provide support in implementing and maintaining various programs within the Restoration of Civil Rights Project.

Responsibilities include, but are not limited to, the following:

  • Process each offender coming up for discharge from the Kentucky Department of Corrections in CourtNet to perform a criminal records check to ensure no out of state felony convictions and to ensure they meet the eligibility criteria.

  • Determine if each offender reviewed meets the guidelines to register to vote and provide each offender being released from the custody of the Department of Corrections with a Notice of Restoration if eligible. Ensure an Offender General Comment is entered into KOMS (Kentucky Offender Management System) to signify the review along with (National Crime Information Center) NCIC check and eligibility.

  • Respond to all correspondence regarding to the restoration of civil rights and monitor the restoration of civil rights website and offender lists. Work with Information and Technology with any updates to the monthly reports along with Restoration of Civil Rights website. Process Notice of Restoration document to any discharged offender who meets eligibility upon request.

  • Entry and removal of KY parole violation (absconder), HIP (Home Incarceration Program), SOCD (Sex Offender Conditional Discharge), MRS (Mandatory Reentry Supervision) and escape warrants into E-warrants and (Law Enforcement Information Network) LINK/NCIC systems. Disseminate fugitive information to local, state and federal authorities. Provide information to partner agencies on fugitives.

  • Provide info to Probation and Parole staff regarding apprehension of fugitives, arrests and returns. Serves as contact to agencies in other jurisdictions where fugitives have been apprehended. Gather judgments on offenders who have been convicted of a crime. Schedule and coordinate the extradition of an offenders return to a KY jail or institution once the capturing state has disseminated all charges.

  • Create and forward apprehension memos to the arresting district for monitoring while in escape or absconder status. File all required documents during the processing of apprehensions and extraditions, 2nd Party Checks, and validations as federally mandated.

Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:One year of professional, administrative, or business experience.

Substitute EDUCATION for EXPERIENCE:Additional education will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION:Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
