Chenega Enterprise Systems & Solutions, LLC, a Chenega Professional Services company, is seeking a Data Manager II to support the U.S. Centers for Disease Control and Prevention (CDC) by providing surveillance data management, data quality assurance, reporting, and analytics support. The successful candidate will support CDC's public health surveillance activities through effective management, modernization, validation, and dissemination of surveillance data while ensuring compliance with CDC scientific and data quality standards.

Work Location:

The work under this position will be performed primarily in a telework environment, and/or with onsite support provided at CDC facilities as required and directed by the Contracting Officer's Representative (COR).

Personnel must be available during standard business hours and accessible via telephone, email, and virtual collaboration platforms.

Occasional travel may be required to support meetings, conferences, training events, or other project-related activities, as authorized by the COR.

Responsibilities

Manage and oversee the collection, integration, validation, storage, and maintenance of public health surveillance data to ensure data integrity, accessibility, and compliance with program requirements.

Lead initiatives to modernize and optimize surveillance data workflows, including the transition of legacy SAS and R processes into scalable and sustainable data management solutions.

Oversee the development, maintenance, and implementation of automated data management processes, reporting workflows, and database solutions that support surveillance and reporting activities.

Establish and monitor data quality management practices, including quality assurance reviews, validation procedures, and performance metrics to ensure data accuracy, completeness, consistency, and timeliness.

Direct the investigation, documentation, and resolution of data anomalies, discrepancies, missing information, and data quality issues in collaboration with CDC personnel, data providers, and program stakeholders.

Manage the development and maintenance of dashboards, visualizations, and reporting solutions that support surveillance monitoring, program performance tracking, and leadership decision-making.

Oversee the development and maintenance of data dictionaries, metadata standards, data governance documentation, and Standard Operating Procedures (SOPs) to ensure consistency and adherence to organizational standards.

Promote and implement CDC data management standards, governance practices, and data stewardship principles across surveillance and reporting activities.

Coordinate data management activities with CDC personnel, public health partners, and external stakeholders to support program objectives and facilitate effective data sharing and communication.

Prepare and review technical documentation, reports, briefing materials, and management summaries related to surveillance data and reporting activities.

Serve as a primary point of contact for data management and reporting inquiries, providing guidance and technical support related to surveillance reporting requirements, data quality, and data governance practices.

Monitor and evaluate data management processes and recommend improvements that enhance operational efficiency, reporting capabilities, and overall data quality.

Perform other duties as assigned.

Qualifications

Minimum Qualifications:

Master's degree in Biostatistics, Statistics, Epidemiology, Public Health, Health Informatics, Data Science, Computer Science, or a closely related field.

Minimum of three (3) years of experience supporting public health surveillance, healthcare analytics, or data management activities.

Demonstrated experience using SQL for data extraction, transformation, validation, and management.

Experience using SAS and/or R for data analysis and surveillance data processing.

Experience developing data quality assurance procedures and conducting data validation reviews.

Experience in creating dashboards and reports using Power BI or similar business intelligence tools.

Strong experience working with large, structured datasets and relational databases.

Strong analytical, quantitative, and problem-solving skills.

Preferred Qualifications:

Experience supporting CDC, HHS, or other federal public health agencies.

Experience working with public health surveillance systems, including infectious disease and chronic disease surveillance programs.

Experience evaluating and utilizing healthcare data sources, including electronic health records, healthcare claims, commercial or federal healthcare datasets (e.g., HealthVerity, Premier, Truveta, IQVIA, PCORnet, MarketScan, CMS, HRSA, and VA).

Knowledge of healthcare interoperability standards and common data models, including HL7, FHIR, and OMOP.

Experience supporting CDC Data Modernization Initiative (DMI) efforts, CDC One Data Platform (1CDP), or other enterprise public health data platforms.

Experience working with cloud-based analytics environments, large relational databases, and big data technologies.

Experience developing data dictionaries, metadata standards, data governance documentation, and data management procedures.

Knowledge, Skills and Abilities:

Advanced knowledge of public health surveillance methodologies, data management principles, and data quality assurance practices.

Proficiency in SQL, SAS, and R, with the ability to develop automated data processing and reporting workflows.

Strong experience in data ingestion, cleansing, transformation, validation, and integration of large and complex datasets.

Proficiency in Power BI and other data visualization tools for developing dashboards, reports, and analytical products.

Ability to analyze and interpret surveillance, healthcare, and population health data to identify trends, patterns, and data quality issues.

Strong understanding of relational database structures, data governance concepts, and documentation best practices.

Excellent analytical, critical thinking, and problem-solving skills.

Strong written and verbal communication skills, including the ability to present technical information to both technical and non-technical audiences.

Ability to manage multiple priorities in a fast-paced environment while working independently and collaboratively within multidisciplinary teams.

Exceptional attention to detail and commitment to data accuracy, integrity, and continuous process improvement.
