Summary

The Smithsonian Institution is the world's largest museum, education, and research complex, with 21 museums and the National Zoo. This position is located in the Office Finance and Administration of the Hirshhorn Museum and Sculpture Garden (HMSG). HMSG is a leading voice for contemporary art and culture and provides a national platform for the art and artists of our time.

Duties

The Management Support Specialist provides procurement and administrative support to all departments throughout HMSG. This position also performs a wide variety of administrative tasks associated with financial management and procurement activities and a variety of administrative functions necessary to support the general operations, exhibitions, and public programs of HMSG. In this position, you will: Support museum procurement by preparing purchase orders, requisitions, and Enterprise Resource Planning (ERP). Order a variety of goods and services including office supplies, services, travel, and conferences. Track income and expenditures from a wide variety of federal and/or trust funds. Provide general office support, including serving as the department timekeeper; preparing administrative forms, such as requests for building services; reviewing travel authorizations for compliance with HMSG/SI travel policies, regulations, and procedures; and independently tracking the status of various projects, correspondence, and requests. You qualify for this position if you have one year of specialized experience equivalent to at least the GS-07 level in the Federal Service. For this position, specialized experience is defined as demonstrated experience procuring a variety of goods and services; creating and processing purchase orders and requisitions in an Enterprise Resource Planning (ERP) system; submitting receiving reports and invoices for payment; processing and tracking financial transactions; and maintaining office records and filing systems. Your resume must be no more than two (2) pages and should clearly demonstrate how your experience aligns with the responsibilities and specialized experience required for this position. Applicants for this position may be evaluated in multiple stages. The first stage is an evaluation of your responses to the online multiple-choice questions that assess your experience, education, and/or training for the job related competencies below: Knowledge of procurement and contracting regulations, policies, and practices to ensure transaction compliance and provide guidance on procurement requirements. Knowledge of PeopleSoft ERP or similar financial database software. Ability to manage multiple funding sources, track expenditures, and ensure compliance with funding requirements. Skill in administrative support functions, including data entry, records management, timekeeping, scheduling, and travel coordination. Knowledge of Microsoft Office and other software used for document preparation, data management, and communications. Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria: Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above. Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above. Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree. This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
