Job Summary

The Senior Program Financial Analyst provides financial leadership and program-analysis support for complex government and defense programs. This role is responsible for financial planning, forecasting, reporting, proposal and pricing support, contract compliance, and analysis across the program lifecycle.

The ideal candidate brings strong government-contracting knowledge, sound business judgment, and the ability to partner effectively with program management, operations, customers, and senior leadership. The role supports accurate financial performance, risk management, audit readiness, and successful execution of program and business objectives.

What You'll Do

  • Provide financial and program leadership: Lead financial and program analysis activities to ensure sound analysis, strong business judgment, policy compliance, and accurate financial results. Support achievement of established business goals and objectives through collaboration, negotiation, persuasion, and advocacy.

  • Support program financial management: Develop and manage program budgets, forecasts, financial performance metrics, cash-flow projections, working-capital analysis, and Estimate at Completion forecasts. Perform cost and variance analysis and support program reviews.

  • Perform financial analysis and reporting: Conduct complex analytical studies, monitor financial and operational trends, interpret results, and communicate findings and recommendations to program teams and leadership. Prepare financial, contractual, and management reports as required.

  • Support earned value and contractual reporting: Support Earned Value Management System activities, including cost and schedule performance analysis, EAC development, and reporting. Prepare or support contractual reporting requirements, including CDRLs, EVM, cost and pricing, and contractor/subcontractor reporting.

  • Support proposals, pricing, and negotiations: Participate in acquisition planning, proposal preparation, bid/no-bid reviews, RFP analysis, cost estimating, Basis of Estimate development, pricing, risk mitigation, and negotiation preparation. Support negotiations with government customers, prime contractors, industry partners, and foreign customers.

  • Ensure government-contract compliance: Apply knowledge of FAR, DFARS, CAS, SOX, GAAP, and IFRS requirements to support compliant financial operations. Assist with government compliance reviews, audit preparation, audit response, and related corrective-action activities.

  • Apply contract and procurement knowledge: Support analysis of government contract structures, including FFP, CPIF, CPFF, CPAF, BOA, IDIQ, FMS, and international direct commercial sales. Assist with source-selection activities, including cost and price analysis, discussions, debriefings, and protest support.

  • Manage risk and business performance: I dentify financial, contractual, and program risks; support risk-mitigation planning; and perform return-on-investment analysis to inform business decisions.

  • Support claims and litigation activities: Provide financial analysis and documentation support for claims and litigation matters involving the Armed Services Board of Contract Appeals and U.S. Court of Federal Claims.

  • Improve systems and processes: Maximize effective use of business systems and tools, including ERP and Oracle applications, to improve financial visibility, reporting accuracy, and process efficiency.

  • Build strong relationships and develop talent: Establish effective working relationships with internal and external customers, collaborate across functions and cultures, and mentor junior staff members.

Education & Experience Requirements

  • Bachelor’s degree in business, finance, accounting, or a related field.

  • At least seven years of progressive experience in a government-manufacturing environment.

  • Master’s degree, professional certification, or both is highly desirable.

  • In-depth knowledge of FAR, DFARS, CAS, and SOX requirements.

  • Working knowledge of GAAP, IFRS, government contract compliance, and financial-analysis principles.

  • Experience with budgeting, forecasting, cost and variance analysis, EACs, EVMS, cash management, working capital, and program financial reporting.

  • Experience supporting proposals, pricing, cost estimating, BOE development, and negotiations.

  • Knowledge of IR&D, B&P, direct-sell activities, and allowable versus unallowable costs.

  • Strong analytical, communication, negotiation, and relationship-management skills.

  • Ability to interact effectively with personnel at all levels and across diverse cultures.

  • Demonstrated ability to mentor and develop junior staff.

  • Proficiency with Microsoft Office Suite, Microsoft Project, Visio, Oracle, and ProPricer.

U.S. Citizenship required.

The salary range for this position is $87,911-$125,714 per year. This range reflects the good faith estimate of pay the employer is willing to offer at the time of posting. Several factors can influence the pay scale, including but not limited to: Federal contract labor categories and contract wage rates, collective bargaining agreements, geographic location, business considerations, scope, and responsibilities of the position, local or other applicable market conditions, and internal equity. Other factors include the candidate’s qualifications such as prior work experience, specific skills and competencies, education/training, and certifications. In addition to base pay, employees may be eligible for: annual performance-based bonuses, equity awards, and overtime pay (for non-exempt employees as applicable.
