Join the ITS Team

The Idaho Office of Information Technology Services is seeking a senior technology executive to serve as Bureau Chief and a member of the ITS Executive Leadership Team. Reporting to the ITS Administrator and Chief Information Officer, this leader will oversee a substantial portfolio of statewide technology services and help shape how ITS is organized, how teams work together, and how technology supports the agencies that serve Idahoans.

ITS provides technology infrastructure, enterprise services, cybersecurity, applications, support, and technical expertise across Idaho state government. The Bureau Chief will lead experienced managers and technical professionals, establish clear accountability, improve service performance, and turn statewide priorities into practical execution.

ITS expects to align a significant combination of teams and services under this position based on organizational needs and the successful candidate's leadership experience and technical background. This gives the selected leader an uncommon opportunity to help build an executive portfolio that supports a clear and effective statewide operating model.

Job Summary

The Bureau Chief provides executive direction for assigned ITS programs, services, managers, and teams. The position is accountable for performance across the assigned portfolio, including service quality, reliability, customer experience, workforce development, resource planning, financial stewardship, risk management, and delivery of strategic priorities.

This is a leadership role for an executive who understands complex technology environments and can lead the people responsible for them. The successful candidate will be able to ask informed technical questions, make sound decisions with incomplete information, communicate clearly, develop leaders, resolve competing priorities, and build productive relationships across organizational boundaries.

This role offers the opportunity to lead services used across state government, strengthen how ITS serves its agency partners, develop talented teams, and influence statewide technology priorities and investments.

The person selected will join ITS at a consequential stage in its development, which includes strengthening executive capacity, clarifying accountability, bringing related functions together, and increasing engagement with agency leaders. The Bureau Chief will have a direct role in turning that direction into an operating model that is reliable, understandable, and responsive to the agencies ITS serves.

Duties and Responsibilities

  • Serve as a senior advisor to the State CIO and an active member of the ITS Executive Leadership Team.

  • Provide executive leadership for a major portfolio of enterprise technology services, programs, managers, and technical teams

  • Set clear goals, operating expectations, decision rights, and performance measures for assigned functions.

  • Translate ITS strategy and statewide priorities into coordinated plans, accountable execution, and measurable service improvements.

  • Lead, coach, and develop managers; strengthen succession planning; and build a culture of accountability, collaboration, and service.

  • Improve reliability, responsiveness, service management, and the experience of the agencies and employees ITS supports.

  • Oversee budgets, staffing, contracts, technology investments, and other resources assigned to the portfolio.

  • Identify and manage operational, financial, security, service, workforce, and delivery risks in coordination with the appropriate ITS leaders.

  • Guide major technology modernization, organizational change, and cross-functional initiatives from planning through sustained operation.

  • Establish effective governance and escalation practices and make timely decisions when priorities, risks, or resources conflict.

  • Perform the Bureau Chief responsibilities established by the State of Idaho and other duties assigned by the State CIO.

Organizational Responsibilities

The selected candidate will lead a significant combination of the functions below. This list describes the breadth of ITS and is not a statement that every function will report to this position. Final assignments will be based on organizational needs and the successful candidate's experience and leadership strengths.

  • Enterprise infrastructure, data center, hosting, systems administration, virtualization, cloud services, and disaster recovery

  • Statewide network services, LAN, WAN, Wi-Fi, telecommunications, core transport, and firewall-related network functions

  • ServiceNow, enterprise service management, change management, problem management, and IT operational planning or project management

  • Service Desk, endpoint management, deployment, and regional, onsite, and embedded technology support

  • Agency relationship management, agency services, service planning, and customer engagement

  • Enterprise architecture, technology standards, strategic planning, and modernization

  • Application services, application development, databases, data, artificial intelligence, analytics, and GIS

  • Financial services, budgeting, procurement, contract management, purchasing, and asset management

  • Other enterprise technology and shared-service functions assigned by the State CIO

Leadership Profile

ITS is looking for an executive who can:

  • Lead leaders and multidisciplinary technical organizations at enterprise scale

  • Create clarity in a complex environment and hold teams accountable for results

  • Balance reliability, security, customer needs, modernization, cost, and workforce capacity

  • Build credibility with technical professionals without becoming the technical decision maker for every issue

  • Communicate directly and effectively with technical, executive, legislative, and public audiences

  • Work across portfolios and disciplines so organizational reporting lines do not become barriers

  • Lead change with transparency, sound judgment, and respect for the people doing the work

Minimum Qualifications:

Experience:

  • Managing staff and programs;

  • Administering policies and procedures;

  • Assessing program/project outcomes;

  • Interpreting and applying federal and state laws, regulations and/or directives;

  • Preparing and presenting oral presentations to executives or governing boards;

  • Writing business documents and reports.

MQ Specialties

  • Experience directing a large or complex information technology program, division, or enterprise service portfolio through managers or other senior leaders.

  • Experience leading multidisciplinary technology functions in an enterprise, shared-services, or similarly complex environment.

  • Experience establishing service expectations and using performance, financial, operational, customer, or risk information to make executive decisions and improve results.

  • Experience leading significant organizational change, technology modernization, service transformation, or cross-functional technology initiatives.

  • Considerable knowledge of enterprise technology environments, including several of the following: infrastructure, cloud or hosting, networking and telecommunications, applications and data, IT service management, cybersecurity coordination, end-user services, or technology governance.

  • Good knowledge of management practices.

Preferred Qualifications

  • Executive or senior leadership experience in a large, distributed, regulated, public-sector, or shared-services technology organization.

  • Experience leading through subordinate managers and developing high-performing leadership teams.

  • Experience managing enterprise technology budgets, contracts, vendors, staffing plans, and investment priorities.

  • Experience improving service reliability, operational performance, service management, customer experience, or organizational accountability.

  • Experience integrating or coordinating infrastructure, network, application, service delivery, security, financial, and customer-facing technology functions.

  • Experience with enterprise governance, architecture, portfolio management, modernization, cloud adoption, cybersecurity, continuity, or disaster recovery.

  • A bachelor's or advanced degree in information technology, computer science, business, public administration, engineering, or a related field. Equivalent executive experience will be considered.
