Position Overview:

The Manager, Disaster Resilience translates strategy into execution across the U.S. Chamber of Commerce Foundation’s disaster preparedness, response, and community resilience portfolio. Working with general guidance, this role independently develops and executes project plans, leads defined workstreams, and serves as a trusted program and subject-matter lead with internal and external partners. The Manager combines strong operational capability with sound judgment, including the responsible use of AI-enabled tools to improve research, planning, analysis, content development, and operational delivery. This role helps deliver programs, briefings, convenings, and rapid response activations that are timely, credible, and aligned with Foundation priorities.

The Manager is expected to develop plans for execution and cultivate cross-sector partnerships, translate complex resilience issues into actionable insights for business audiences, and improve how the team works through standard processes, strong systems, and effective use of AI and other digital tools. This role is designed for a high-performing professional who can operate with increasing autonomy, represent the Foundation with credibility, and contribute to measurable advancement of the Chamber Foundation’s purpose.

Responsibilities:

Program Strategy and Execution

  • Project Management : Lead assigned programs, pilots, and workstreams end to end, from scoping through execution and closeout, using appropriate AI-enabled and digital tools to organize work, track deliverables, identify dependencies, and improve follow-through.

  • Strategic Planning : Translate high-level objectives into actionable project plans, milestones, resource needs, and decision points, applying AI-assisted research and scenario development where appropriate to keep work aligned with Foundation priorities.

  • Impact Tracking : Track progress against milestones, KPIs, and intended outcomes; use AI-enabled analysis, dashboards, and concise summaries to inform leadership decisions and improve program performance.

  • Risk Management : Identify risks, tradeoffs, and execution challenges early and elevate practical recommendations that protect quality, timeliness, and measurable outcomes.

Rapid Response and Activation

  • Incident Management : Support and when appropriate lead components of disaster activations, including needs assessments, partner coordination, briefings, and resource alignment.

  • Crisis Coordination : Coordinate across internal teams and external partners to support timely, credible, and well-aligned activities that help chambers, communities, and businesses respond effectively.

  • Situational Awareness : Monitor domestic and international developments, risks, and hazards, using AI-enabled research, source scanning, and synthesis tools responsibly to generate decision-useful awareness for the Foundation and the business community.

  • Business-Facing Insights : Translate complex disaster, resilience, and recovery issues into clear, actionable guidance, using AI-assisted synthesis and drafting while applying human judgment, source validation, and audience awareness.

  • Operational Flexibility : Support episodic crisis work outside of standard business hours during active disaster operations, including coordination across time zones and evolving response requirements.

Leadership and Innovation

  • Content and Briefings : Develop and deliver high-quality briefs, talking points, presentations, and summaries tailored to internal leadership, corporate partners, chambers, government agencies, and NGOs, including effective use of AI-assisted drafting, editing, and synthesis with appropriate review and validation.

  • Technology and AI Integration : Identify, test, and implement responsible AI and other digital tools that improve research, planning, content development, knowledge management, tracking, reporting, and program scale while protecting quality, confidentiality, and credibility.

  • Subject-Matter Leadership : Serve as a credible internal and external resource on disaster resilience, preparedness, recovery, and business continuity topics.

  • Continuous Improvement : Contribute to post-event reviews, process improvements, and program evaluations that strengthen learning, efficiency, and effectiveness over time, including identifying where AI can reduce repetitive work or improve decision support.

Stakeholder Engagement

  • Partnership Management : Cultivate and manage working relationships with private-sector leaders, chambers of commerce, nonprofits, public agencies, and other partners, using AI-supported contact research, meeting preparation, and engagement tracking where appropriate to expand reach and improve resilience outcomes.

  • External Representation : Represent the Foundation in meetings, convenings, and coordination calls with professionalism, credibility, and the ability to adapt messaging in real time.

  • Major Convenings : Support and contribute to high-visibility engagements such as the Building Resilience Conference and other strategic events, including AI-assisted agenda development, speaker preparation, participant research, and post-event synthesis.

  • Team Contribution : Provide informal mentorship and day-to-day guidance to junior team members to support strong execution, accountability, and consistency.

  • Private-Sector Mobilization : Help align corporate capabilities, resources, and commitments with community needs, disaster priorities, and longer-term resilience efforts.

Operational Excellence

  • Process and Standards : Identify opportunities to standardize processes, templates, prompts, and workflows to improve efficiency, consistency, and quality across initiatives.

  • Systems Design : Build practical workflows, including AI-enabled automations where appropriate, to track milestones, dependencies, decisions, knowledge assets, and handoffs across teams and external partners.

  • Reporting and Dashboards : Develop concise reports, dashboards, and performance summaries that give leadership visibility into progress, risks, stakeholder engagement, and AI-assisted insights requiring review or action.

  • Evaluation : Support data collection, program evaluation, and performance analysis, using AI-assisted pattern identification and synthesis where appropriate to measure outcomes and inform continuous improvement.

  • Technology Enablement : Adopt and refine AI-enabled and other digital workflows that improve speed, accuracy, knowledge capture, and program scalability.

  • Knowledge Management : Document processes, templates, prompts, lessons learned, and program knowledge to support continuity, faster onboarding, stronger institutional capability, and responsible reuse of AI-supported workflows.

Qualifications:

Required

  • Project and Workstream Management : Demonstrated experience managing multifaceted projects or workstreams with multiple stakeholders, competing priorities, and firm deadlines.

  • Communication and Briefing Skills : Strong written and verbal communication skills, including the ability to synthesize complex issues, tailor messages to different audiences, and deliver effective briefings and presentations.

  • Judgment and Independent Execution : Ability to work independently with general direction, manage ambiguity, and escalate effectively at key decision points.

  • Technical, Digital, and AI Fluency : Comfort using Microsoft 365, CRM and collaboration platforms, dashboards, and AI tools for research, planning, tracking, reporting, content development, and knowledge management, with attention to accuracy, confidentiality, and responsible use.

  • Problem Solving and Organization : Strong organizational skills, attention to detail, and a proactive approach to resolving operational challenges in fast-paced environments.

Preferred

  • 5–7 years of work experience.

  • Degree preferred but not required.

  • Experience in disaster resilience, emergency management, economic development, public-private partnerships, or a related field.

  • Familiarity with chambers of commerce, nonprofits, community resilience initiatives, or cross-sector collaboration models.

  • Experience supporting disaster response, recovery, small business assistance, or community resilience-focused convenings and programs.

  • Experience with responsible AI integration, prompt development, data visualization, mapping tools, dashboards, automation, or basic program evaluation methodologies.

Working Expectations

  • Occasional domestic travel may be required to support activations, assessments, convenings, field engagements, and partner meetings.

  • Flexible scheduling may be needed during active disaster operations or time-sensitive response activities, with appropriate support when extended or off-hour work occurs.

The salary range for this position is $62,734 to $80,000. The actual salary paid for this position will vary based on market data, an applicant’s qualifications, relevant degrees, certifications, and other factors. Our full-time employees are eligible for benefits, including health care, vision, dental, retirement, and paid leave.
