Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Registered Nurse 1 position in the New York State School for the Deaf. The incumbent of this position will be responsible for the health care of students. Duties of this position include, but are not limited to, the following:• Provide nursing intervention services for day and residential students;• Communicate appropriately with students, staff, parents, and other health agencies with tact, confidence, and in accordance with school procedures;• Develop and maintain communication with parents, staff, and students;• Maintain accurate documentation of health records;• Assist with organizing and planning the 24-hour medical coverage for the Health Center;• Train and supervise nursing staff;• Assist with preparing a budget for the Health Center;• Ensure that yearly instruction requirements for the school staff are provided as well as mandatory initial training for new staff;• Coordinate, plan, and implement departmental goals;• Participate in meetings with Heads of Department, the Clinical Physician, and other staff to plan and implement department goals;• Participate in the Intake Evaluation of new students;• Maintain inventory standards for medicine, controlled drugs, narcotics;• Prepare clinical and administrative reports;• Maintain infection control standards;• Conduct health teaching and counseling; and • Provide supportive and restorative care.
Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:• Possession of a license and current registration as a registered professional nurse in New York State.COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Registered Nurse 1 (Manual Communication).Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Candidates must also possess a license and a current registration to practice as a Registered Professional Nurse in New York State to qualify for transfer. Candidates must possess a current 55b/c eligibility letter and meet the minimum qualifications.• Possession of a license and current registration as a registered professional nurse in New York State.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.PREFERRED QUALIFICATIONS: Preference will be given to candidates who possess:• Experience working with deaf students; and• The ability to communicate through ASL/Sign Language.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive or non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of license and current registration as a registered professional nurse in New York State will be required at the time of interview for all candidates. Candidates are required to possess license and current registration as a registered professional nurse in New York State at the time of hire. Continued employment as a Registered Nurse 1 (Manual Communication), is dependent upon maintaining license and current registration as a registered professional nurse in New York State, including adhering to all relevant professional development and training requirements as specified by the Office of the Professions. Failure to maintain license and current registration as a registered professional nurse in New York State and current registration will result in removal from employment. Fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services, a background check with the Office of Children and Family Services and clearance from the Justice Center Staff Exclusion List is required for employment. Fees associated with this process are at the applicant’s expense. Fees associated with fingerprinting do not apply if applicant’s fingerprints exist in the NYS TEACH System. The work schedule for this position includes hours of Monday, 8:00am to 4:00pm and Tuesday through Friday, 7:00am to 3:00pm. This position leads to a maximum salary of $88,970 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.*Based on this position’s location, in addition to the listed base salary, this position is eligible for an additional $20,000 Oneida County geographic pay.Interested in a job with New York State, but don’t know where to start?
