Description
**The salary at conversion is 85k to 98k based on qualifications and experience. The candidate must be willing to accept that salary range and this range is non-negotiable. We cannot commit to a specific conversion number. The conversion offer will come during that process.
The Budget & Finance Manager serves as the strategic financial leader for the IT Department, partnering with IT leadership to manage a $30M technology budget. This individual will oversee forecasting, financial planning, procurement, vendor management, budgeting, reporting, and process improvement initiatives while providing data-driven insights that influence departmental decision-making. This candidate will supervise a finance analyst, a part time finance assistant and a front desk contractor. The role requires someone who can move beyond transactional finance activities and proactively help leadership make informed investment decisions regarding technology, staffing, infrastructure, and modernization initiatives.
Day-to-Day Responsibilities
Monitor and manage the IT department's $30M budget.
Develop financial forecasts and track hardware/software lifecycles
Produce financial reports, dashboards, and leadership presentations.
Analyze spending trends and provide recommendations.
Manage procurement activities, purchase orders, invoices, and approvals.
Track software, hardware, and technology-related expenditures.
Manage vendor relationships, contracts, renewals, and licensing costs.
Support strategic planning for technology investments.
Improve and document finance and procurement processes.
Coach and supervise finance staff.
Collaborate with senior IT leaders, county finance leadership, and the CFO.

Job Type & Location
This is a Contract to Hire position based out of Colorado Springs, CO.
Pay and Benefits
The pay range for this position is $40.00 - $47.00/hr.
Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
