Summary

This position is located in the Pension Benefit Guaranty Corporation's (PBGC),Office of Operations (OOO), Human Resources Department (HRD), Customer Relations & Business Analytics Division (CRBAD). More than one selection may be made from this vacancy announcement.

Duties

The candidate selected for this position will: Performance Management Program Administration Serve as the agency's senior technical expert responsible for managing and administering the agency-wide performance management program for General Schedule and Senior Level employees. Lead the development and review of employee and executive performance plans. Conduct quality reviews of performance plans, progress-review documentation, rating recommendations, and related. Develop agency directives, standard operating procedures, templates, technical guidance, and management tools. Coordinate performance review, calibration, and approval processes. Design and deliver performance management training. Human Resources Data Analytics and Executive Reporting Serve as senior HR data analytics expert responsible for collecting, validating, analyzing, and interpreting complex workforce and program data. Develop dashboards, statistical reports, trend analyses, forecasts, and executive-level presentations. Integrate information from multiple automated HR systems, identify data quality concerns, and translate complex findings into actionable recommendations. Lead the development, review, interpretation, and implementation of agency-wide HR policies, directives, standard operating procedures, and related guidance. Evaluate new or revised laws, regulations, OPM requirements, and organizational priorities. Develop policy recommendations, implementation strategies, and management guidance. Coordinate policy development. Qualifications

All qualification requirements must be met within 30 days of the announcement closing date. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration. Specialized Experience: Applicants must have at least one year of specialized experience at the GS-13 grade level in the Federal service or equivalent to the GS-13 grade level in the private sector performing senior-level human resources program management work that includes developing, interpreting, or implementing HR policies and guidance; administering or evaluating performance management programs; analyzing workforce or HR program data; and providing authoritative advisory services to management on complex HR matters. Examples include: managing agency-wide performance management requirements; developing or reviewing employee or executive performance plans and appraisal processes; developing HR directives, standard operating procedures, or technical guidance; conducting complex HR data analyses and preparing executive-level reports or dashboards; and advising senior leaders on the interpretation and implementation of HR laws, regulations, policies, or OPM requirements. Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50. Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your qualifications will be evaluated on the following knowledge, skills, and abilities (KSAs): Skill in Federal performance management principles, laws, regulations, OPM requirements, and agency policies Skill in developing, evaluating, and improving performance plans, performance management policy, quality-assurance processes, and technical guidance. Skill in collecting, validating, integrating, analyzing, and presenting complex HR and workforce data Skill in Federal HR laws, regulations, policies, and analytical methods Candidates who apply under Competitive Merit Promotion procedures will undergo a quality review to determine if they are best qualified based on the content of their resume and their responses to the assessment questionnaire.
