Summary
This position is located in the Bureau of Consular Affairs, Employee Relations Branch, Human Resources Division, Office of the Executive Director. The Employee Relations Branch provides advice and guidance to management on a variety of employee relations.
Duties
- Serves as the Bureau's consultant expert on matters concerning employee relations, and employee conduct, discipline, and suitability.
- Provides interpretation of performance process procedures, policy guidance, and requirements to ensure the bureau is compliant with all requirements related to Civil Service (CS) and Foreign Service (FS) Employee Evaluation Reports (EERs) completion.
- Mediates workplace conflicts and resolves potential grievances and employee complaints.
- Responsible for the development, implementation, and administration of policies and programs that affect employees in the Civil Service and the Foreign Service, insuring consistency while recognizing the inherent differences between the systems.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: • Experience in developing and implementing employee relations programs as it pertains to employee misconduct, discipline, poor performance, performance improvement plans, and performance-based actions. • Experience in providing advisory services on employee misconduct, and unacceptable performance. • Experience in managing grievances and appeals filed by employees. • Experience developing written materials regarding human resources policies, general workplace policies, and formal correspondence related to discipline and performance-based actions. There is no substitute of education for specialized experience for the GS-14 position.

Ability to develop policies, evaluate programs, and improve organizational effectiveness. Ability to collaborate with stakeholders, provide guidance, and strengthen workforce practices. Ability to lead teams, manage resources, and ensure effective Employee Relations operations. Ability to apply sound judgment and strategic decision-making to address sensitive employee relations matters. In describing your experience, please be clear and specific.
