We are seeking a Human Resources Liaison for Region 4 in the Lowcountry who is motivated to support our employees in assisting individuals and families navigate life's challenges and achieve long-term wellness. The centers that comprise Region 4 - Lowcountry include: Berkeley Mental Health Center, Charleston-Dorchester Mental Health Center, Coastal Empire Mental Health Center, Orangeburg Mental Health Center and Coastal Regional Center. As the Human Resources Liaison, you will report to the HR Regional Manager who oversees the Lowcountry and Midlands regions. You will serve as the HR Liaison between the BHDD Division of Human Resources and one or more BHDD regional facilities or centers. This position is responsible for coordinating all human resources functions for a facility or center within your assigned region, in order to support operational goals and workforce needs. In this position, you will perform general HR functions and best practices to ensure support of the entire employee life cycle from recruitment to separation, and ensure compliance with all applicable state, federal and agency policies, rules and regulations.

Responsibilities for the Human Resources Liaison:• Responsible for coordinating all activities required for establishing and filling new positions, and for securing qualified applicants for existing vacant positions. This includes advertising and posting the position in the applicant tracking system (NEOGOV) and other job boards, filtering applications for hiring managers, supporting the interview and selection process as needed, and making an approved salary offer. Submit Request to Fill packet to central HR for approval and processing. Coordinate with the Recruiting and Talent Office to ensure hiring and pre-employment process is completed, and the new hire Is cleared to start employment; If applicable, act as liaison to the Office of Credentialing and Privileging (OCP) by ensuring transcripts, proof of licenses and certifications and other employment documents are submitted. Coordinate and participate in job fairs with the Recruiting and Talent Office.

  • Serve as a liaison with others responsible for the coordination of the center/facility's onboarding and training schedule, and link new hires to scheduled attendance of New Employee Orientation (NEO) on their first day of employment. Coordinate benefits enrollment with central HR Benefits. Review all applicable policies and employee benefits with new hires. Ensure Supervisors provide new staff with a copy of their signed position description (PD) and an Employee Performance Management System (EPMS) / Performance Review planning stage. Provide required access information and training to new hires to utilize the SCElS Central Learning Management System.

  • Ensure position descriptions are well-written and updated for assigned center/facility. Process other position and personnel action forms with Central Office teams such as Payroll, Classification and Compensation, and HR Operations. Maintain salary and funding source Information. Maintain vacancy and Full Time Equivalent (FTE) counts. Maintain organizational charts.

  • Advise and consult employees and supervisors regarding eligibility and process for accessing benefits and services such as FMLA, paid parental Leave, Worker's Compensation, ADA, retirement and insurances. Intake employee complaints, and report allegations of discrimination, harassment and retaliation to the Employee Relations Office. Support supervisors in delivering progressive disciplinary actions in coordination with the Employee Relations Office. Serve as a liaison to the Payroll and Timekeeping Offices to assist staff with troubleshooting time and leave issues.

  • Process and submit voluntary and involuntary separations so that employment is terminated with the agency in a timely manner. Ensure appropriate offices are notified to ensure employee returns property and that all access to systems and databases are deactivated in a timely manner.

  • Maintain field work in the Field Operations shared file folder. Submit dashboard reports that track and monitor facility/center personnel activity.

  • Support regional facilities/centers in addressing ways to reduce turnover and increase job satisfaction through retention programs and rewards and recognition programs.

  • A bachelor's degree and two (2) years of experience in Human Resources.

Additional Requirements• Outstanding communication and interpersonal skills.

  • Experience with HR databases and systems.

  • Excellent organizational skills with the ability to handle multiple time-sensitive tasks and requests.

  • Ability to travel within the State as required. Driver's license required.

  • Knowledge of principles and practices of Human Resource Management.

  • Knowledge of behavioral health or other relevant experience in a healthcare setting.

Post hire, employees must have:• Knowledge of principles and practices of human resource management.

  • Knowledge of the relevant human resources policies and procedures and of agency policies and procedures.
  • Knowledge of federal laws and state regulations affecting human resources.
  • The ability to establish and maintain effective working relationships.
  • The ability to analyze needs and to recommend and communicate solutions effectively.
