Responsibilities

The Senior Power Platform Developer is responsible for but not limited to assisting the Investment Management Branch (IMB) within the Portfolio Resource Management Division (PRMD) designing, developing, and managing low code solutions using the Microsoft Power Platform suite including Power Applications, Power Automate, Power Business Intelligence (BI), and related tools. This role works with other developers in low‑code application development that drives digital process transformation, oversees knowledge lifecycle management, and ensures delivery of actionable insights through executive-level dashboards.

Key Responsibilities:

  • Design, develop, and manage applications using the Microsoft Power Platform suite including Power Apps, Power Automate workflows, and Power BI reporting.

  • Advanced proficiency in Microsoft Power Apps, Power Automate, and Power BI.

  • Deep understanding of SQL, MS Dataverse, and underlying data structures.

  • Power Apps

  • Build production‑ready canvas or model‑driven apps.

  • Implement advanced formulas and component libraries.

  • Integrate multiple data sources and manage relational data in Dataverse.

  • Use custom connectors (simple ones) and environment variables.

  • Implement role‑based security and Application Lifecycle Management (ALM) basics (Dev/Test/Prod).

  • Power Automate

  • Design multi‑step, branching flows with error handling.

  • Work with approvals, expressions, advanced conditions.

  • Build flows that integrate systems across the business (Dataverse, Azure AD, external APIs).

  • Troubleshoot performance, concurrency, retry policies.

  • Power BI

  • Leverage intermediate Power BI skills to build and share insightful reports, applying data visualization best practices to deliver clear and accurate analytics.

  • Develop and maintain Power BI executive dashboards, ensuring data accuracy and decision ready insights.

  • Write intermediate DAX measures (time intelligence, CALCULATE functions).

  • Automate refreshes and use gateway connections.

  • Comfortable with Power Query for basic data shaping and cleaning.

  • Apply row‑level security (RLS) and workspace governance practices.

  • General / Platform

  • Apply best practices for naming, security, solution structure.

  • Understand licensing implications and environment strategy.

  • Participate in architectural discussions.

  • Troubleshoot and optimize apps, flows, and reports.

  • Collaborate with business analysts, backend developers, and stakeholders to define technical requirements and ensure alignment with organizational needs.

  • Oversee organizational knowledge management, including SOP creation, storage, sharing, and content lifecycle governance.

  • Track and report KPIs to assess performance of knowledge management and process automation systems.

  • Provide training and support for junior staff using Power Platform tools.

  • Strong communication and ability to lead cross-functional development initiatives.

  • Other tasks as assigned.

  • Prior DHA, Military Health System, or DoD experience desired.

  • Work Hours: Monday-Friday 0800-1600 (flexible).

  • Travel: occasional travel may be required to support customer events and meetings.

Qualifications

5 years with BS/BA; 9 years with a high school diploma

Demonstrated advanced proficiency in Power Apps, Power Automate, and Power BI.

Strong troubleshooting, optimization, and problem-solving skills across apps, flows, reports, and data connections.

Proven security and governance capability, including role-based security, Power BI row-level security (RLS), workspace governance, naming conventions, and platform/environment strategy.

Have or obtain favorable Tier 3 investigation.

Have or obtain DoD 8570 IAT Level II certification (e.g., Security + CE) before start date.

Government contract requires person possess proof of U.S. citizenship.

Target Salary Range $80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
