Summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Columbia Annex, Maryland
Duties
- The incumbent serves as the chartered Program Manager with delegated acquisition authority.
- Provides direction on assigned programs to ensure compliance with statute and regulation and provides verification of compliance at the DoD and USCYBERCOMMAND levels.
- Leads subordinate teams in executing approved and appropriately tailored Acquisition Strategies.
- Provides continuing oversight of contractor service delivery and deliverables.

If you are a veteran claiming veterans' preference, as defined by Section 2108 of Title 5 U.S.C., you must submit documents verifying your eligibility with your application package. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Managing the lifecycle of acquisition programs from planning and execution to evaluation; 2) Identifying potential risks associated with program execution and developing mitigation strategies accordingly; 3) Delivering expert guidance, reports, and recommendations to optimize operational efficiency and effectiveness; AND 4) Leading teams to assess and refine acquisition strategies, specifications, and plans. This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated: Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years. Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification. The assigned Career Category/Functional Area and Career Level Certification Category can be found on the sequenced position Conditions of Employment data fields in the header of the PD/PRD. Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years. Practitioner Career Level Certification must be met within 5 years. Advanced Career Level Certification must be met within 4 years. GS-14 or equivalent/O-5 level or above 4 years of acquisition experience

If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. This position is in the Supervision/Management category at the Expert level within the CES Occupational Structure Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 3 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. A one year supervisory probationary period maybe required. Direct Deposit of Pay is required. Must be able to obtain and maintain a Top Secret security clearance w/ Sensitive Compartmented Information (SCI). security clearance. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Contracting and Acquisition Career Field Career Program position aligned under the Human Capital & Resource Management (HC/RM) - Career Management Directorate.
