Summary
About the Position: Incumbent works under closer than normal supervision at the journeyman level performing assignments designed to provide the competencies, skills and experience required to perform more complex work at the full performance grade level.
Duties
- Reviews project plans for constructability and prepare recommendations for improved design and materials.
- Inspects District civil works construction sites.
- Investigates the need for contract change orders in view of conditions at the worksite.
- Reviews contractor’s cost breakdowns, progress measurement data, reports of materials and equipment use in or to compute periodic payments.
- Reviews and interprets contract plans and specifications.
- Resolves inspection and surveying problems through contractor representative.
- Conduct inspections of completed work.
- Provides technical and administrative guidance on the preparation of project quality assurance plans.
- Prepares estimates for planning and contract modifications.

(4) Working with dredge contractors to develop rental dredging scopes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. To qualify at the GS-10 grade level, you must have: Specialized Experience: One year of specialized experience which includes (1) Independently performing inspections on construction projects of moderate complexity, ensuring work conforms to contract plans, specifications, and safety requirements; (2) Analyzing and interpreting contractor pay estimates, progress schedules, and reports to verify work completed; and (3) Identifying and documenting construction issues or deficiencies and recommending routine corrective actions to the project engineer. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. To qualify at the GS-11 grade level, you must have: Specialized Experience: One year of specialized experience which includes (1) Serving as a quality assurance inspector on complex, multi-phased construction projects, with responsibility for interpreting and enforcing all contract requirements; (2) Investigating and proposing solutions for complex field issues, such as differing site conditions or controversial contract modifications; (3) Coordinating and reviewing the work of other inspection personnel and serving as the primary field liaison for settling issues between contractors and the Government; and (4) Compiling, preparing, and consolidating required reports and field data using the Resident Management System (RMS); (5) Independently direct rental dredge contracts and rental levee equipment to achieve the Navigation mission for the Panama City area. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. For GS-09 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08). For GS-10 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). For GS-11 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10). Applicants may be selected at the GS-09, GS-10, or GS-11 level. This is a developmental position up to the full performance level, GS-11.
