Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent ensures navigability of District waterways, by conducting hydrographic surveys, supporting the unmanned aircraft program, coordinating equipment and vessel maintenance.

Duties

  • Hydrographic Survey Operations - includes the operation of survey vessels using advanced electronic sounding equipment for bathymetric data collection while using a variety of navigation instruments.
  • Assisting with annual and special reconnaissance and condition surveys of District waterways.
  • Maintaining Basic UAS Qualification (BUQ) required training and provide system monitoring during UAS missions.
  • Assist with maintenance on vessels and survey equipment while collaborating with the Navigation Support Branch to create, prioritize, complete, and close Field Equipment Maintenance (FEM) work orders.
  • Reading and/or interpreting contract plans and specifications to ensure compliance with all contractual requirements for dredging.
  • Serving as a quality assurance inspector, all while operating various vehicles and boats to fulfill duties effectively.

Specialized Experience for GS-07: One year of specialized experience which includes meeting the following: 1) coordinating preventative maintenance and safety of equipment; 2) using surveying techniques and guidelines; AND 3) Working in a team environment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Specialized Experience for GS-08: One year of specialized experience which includes meeting the following: 1) Using surveying techniques and guidelines; 2) Analyzing and interpreting field data results; AND 3) assisting with preventative maintenance and/or safety procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Specialized Experience for GS-09: One year of specialized experience which includes meeting the following: 1) Using surveying techniques and guidelines; 2) Operating, troubleshooting, and/or maintaining a wide range of field surveying instruments; AND 3) Coordinating survey operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Relocation/Recruitment incentives MAY BE authorized. Management may select at any of the grade levels announced. Promotion is never automatic. Promotion is based on the recommendation by the supervisor that employee meets all necessary qualification requirements for promotion, is performing the full scope of the major duties, and is functioning under the supervisory controls as stated in the target job description.
