Summary
The primary purpose of the position is to serve as an IT Program Specialist and duly appointed Contracting Officer's Representative (COR), reporting directly to the Director of ITD. The position focuses on the strategic, administrative, and programmatic oversight of highly complex Information Technology (IT) service contracts supporting DARPA's advanced research and enterprise mission network.
Duties
As an IT Program Specialist (COR) at the GS-1101-13/14 some of your typical work assignments may include: Serves as the principal Contracting Officer's Representative (COR) governing agency-wide, highly complex Information Technology (IT) service portfolios. Directs the strategic surveillance of complex IT service contracts. Provides authoritative IT acquisition expertise to agency leadership throughout the entire acquisition lifestyle. Performs advanced financial oversight for all contracts including those exceeding $30M. Tracks and analyzes contract obligations, expenditures, and Unliquidated Obligations (ULOs). Collaborates with agency leadership to design, document, and execute long-term acquisition strategies for the entire IT Directorate (ITD) procurement portfolio Directs regular reviews and conflict resolution meetings with vendor program managers. Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes: Skill in applying governing instructions and regulations to information technology (IT) service portfolios. Experience performing contract administration, financial tracking, and meticulous documentation. Experience evaluating contract performance in comparison to performance work statements and service level agreements. Experience translating cyber security mandates into technical specifications for IT services. You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes: Skill in performing advanced contract oversight to IT service portfolios, financial tracking, and meticulous documentation while tasking teams in the execution of targeted surveillance activities. Skill in analyzing hardware/software lifecycle to support and draft technical revisions for active contracting instruments. Experience serving as the principal technical representee during pre-proposal conferences and formal negotiations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
